CLASSIFICATION: Personnel System; Requires satisfactory completion of a twelve month probationary period.
PAY GRADE: 112
SAFETY SENSITIVE: Yes; Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.
Purpose of Job
The purpose of this job is to perform technical functions associated with testing and analyzing samples throughout the water treatment process to assure compliance with federal, state, and local standards. Duties and responsibilities include, but are not limited to, analyzes water samples and performs various testing, evaluates the results of testing and recording data, prepares reports, maintains equipment, and performs additional tasks as assigned.
Job Related Requirements
WORK SCHEDULE: Monday - Friday 7:00 am - 3:30 pm with rotating weekends; subject to call back as needed.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions
Vocational/Technical school training in Chemistry, Biology, Environmental Science, Water or Wastewater Operations, or related discipline, with one year of water treatment, sample collections, or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess or be able to obtain state certification as a water laboratory analyst or a wastewater laboratory analyst within 12 months of employment.
Must possess a valid Driver's License.
Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Analyzes water samples taken from the distribution system, water treatment and water reclamation facilities by performing standard chemical, bacteriological, and physical examinations; calculates results of analyses.
Bleeds fire hydrants to improve water quality.
Analyzes samples for various parameters as required by EPA, EPD, department rules and regulations, plant regulations, and standard laboratory procedures.
Collects, analyzes, and monitors raw water sources on quarterly basis.
Records analysis data; prepares reports of the results of sample analyses.
Checks new lines including collecting samples.
Collects samples for lead and copper analysis.
Operates and maintains laboratory equipment; prepares requisitions for new/replacement laboratory equipment.
Receives and/or prepares correspondence, forms, reports, and other documentation; reviews, processes, and/or forwards documents as appropriate; maintains files and logs; performs other clerical duties.
Answers questions and responds to complaints related to the water treatment process.
Answers the telephone; provides information; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
Responds to routine requests for information from officials, employees, members of the staff, the public, or other individuals.
Conducts demonstrations for elementary, middle, and high schools.
Performs other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of the policies, procedures, and activities of the Public Utilities Department as they pertain to the performance of duties relating to the position of Laboratory Technician I.
Knowledge of the terminology used within the department.
Knowledge of applicable federal/state laws, Unified Government ordinances, departmental policies and procedures, and departmental methods as required in the performance of duties.
Knowledge of EPD regulations and National Interim Primary Drinking Water Regulations.
Knowledge of standard laboratory principles, techniques, terminology, equipment, and materials.
Knowledge of basic chemistry, biology, and water treatment process.
Ability to compile, organize, prepare, and maintain an assortment of records, reports, and information in an effective manner and according to departmental and/or governmental regulations.
Ability to communicate effectively with supervisors and other staff members.
Ability to use independent judgment in routine and non-routine situations.
Ability to plan, organize, and/or prioritize daily assignments and work activities.
Ability to comprehend and apply the regulations and procedures of the department.
Ability to communicate effectively by oral and written communications.
Ability to perform standard mathematical calculations such as ratios, unit conversions, percentages, and other laboratory-related mathematics.
Ability to operate various laboratory equipment and office equipment including an autoclave, colorimeter, hydrant bleeder, incubator, pH meter, portable meters, turbidimeter, computer, calculator, and telephone.
Ability to utilize various software programs relevant to the position.
Ability to read blueprints and maps.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including an autoclave, colorimeter, hydrant bleeder, incubator, pH meter, portable meters, turbidimeter, computer, calculator, and telephone. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently. Physical demand requirements are at levels of those of light work.
DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with a variety of machinery and equipment including an autoclave, colorimeter, hydrant bleeder, incubator, pH meter, portable meters, turbidimeter, computer, calculator, and telephone.
MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using equipment. Requires the ability to lift, bend, push, pull, manipulate equipment/tools and objects as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as automated office equipment, laboratory equipment, and chemicals. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have moderate levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: May require the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal stress when confronted with an emergency.
