Minimum Qualifications
To qualify for this position at the GS-13 grade level, candidates must also have at least one year of specialized experience equivalent to the next lower grade level (GS-12) by the closing date of this announcement.
Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.

The major duties of the Lead Personnel Security Specialist (Operations), position include, but are not limited to, the following:
- Organizes, distributes and adjusts workloads and case assignments based on established priorities and deadlines.
- Provides primary technical training regarding all functions of initial vetting, to include the initiation of background investigation, processing of security packages, and conducting routine repository records techs.
- Serves as the subject matter expert regarding all functions related to initial vetting.
- Conducts quality control assessments of work products created by IOB Personnel Security Specialists, Personnel Security Assistants, and Personnel Assistants.

- Leading quality control reviews of personnel security cases, record checks, audits, background investigations and vetting actions ensuring compliance with Federal Investigative Standards (FIS), guidelines, policy and procedures; AND
- Providing technical guidance and training to personnel security staff on vetting procedures, investigative requirements, adjudicative guidelines and federal security standards; AND
- Evaluating derogatory and complex case information, reciprocity determinations and developing risk-based security recommendations.
