Summary

This position may be located in any Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Headquarters division office within the Office of Field Operations (FO), Division Office in Huntsville, AL. Serves on the immediate staff of the division or branch and functions as a budget analyst responsible for providing budget and program analysis, assistance, advice, and recommendations to the respective division or branch chief on a wide variety of complex financial resource and program issues.

The major duties of the Budget Analyst position include, but are not limited to, the following:

  • The incumbent serves on the immediate staff of the division as a Budget Analyst, providing budget and program analysis, assistance, advice, and recommendations on a wide range of complex financial resource and program management issues.
  • The incumbent analyzes budget execution, funding requirements, and financial data to identify trends, resolve issues, and support sound fiscal decision-making.
  • The incumbent develops reports, evaluates the impact of budgetary actions, and provides recommendations to management to ensure the effective and efficient use of organizational resources.
  • The incumbent monitors budget activities, interprets financial policies and procedures, and ensures compliance with applicable laws, regulations, and agency guidance.

  • Must be U.S. Citizen or National
  • Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.
  • May be required to serve a one-year probationary period.
  • You must be a current permanent Department of Justice employee with competitive status or a CTAP/RPL eligible candidate.
  • Pass a drug test.
  • Suitable for Federal employment determined by background investigation.
  • You must meet all applicable time-in-grade requirements by the closing of this announcement.

MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process. This is a non-bargaining unit position.

To qualify for the Budget Analyst position, at the GS-14, you must meet the following requirements by the closing date of this announcement.

Minimum Qualifications

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.

To qualify for this position at the GS-14 grade level, candidates must meet the following specialized experience by the closing date of this announcement. EXPERIENCE: Candidates must have at least one year of specialized experience equivalent to the next lower grade level (GS-13) (obtained in either the public or private sectors). This experience must include all of the following:

  • Applying knowledge of a wide range of budget policies and procedures and qualitative and quantitative analytical methods and techniques; AND
  • Utilizes automated financial and reporting systems in order to track and monitor the obligation and expenditure of funds and analyzing financial data; AND
  • Communicating verbally and in writing, with a high degree of effectiveness, in order to present complex and in-depth analyses and reports and clearly present proposals and recommendations.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted.
