SUMMARY

The Safety and Environmental Manager provides leadership for environmental compliance and occupational safety programs across manufacturing operations. This position ensures compliance with federal, state, and local regulations including EPCRA Tier II reporting, TRI reporting, SPCC requirements, stormwater and wastewater permits, and RCRA hazardous waste regulations (SQG/LQG).

The role partners closely with plant leadership, supervisors, and employees to build a proactive safety culture focused on risk reduction, operational excellence, and regulatory compliance. The successful candidate leads environmental programs, develops safety systems, and mentors EHS personnel while supporting safe and efficient plant operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Environmental Compliance Leadership

Lead and maintain environmental compliance programs to ensure adherence with federal, state, and local regulations.

Responsibilities Include:

  • Manage EPCRA Tier II chemical inventory reporting and regulatory submissions.
  • Manage Toxic Release Inventory (TRI) reporting requirements.
  • Maintain and administer the facility Spill Prevention, Control, and Countermeasure (SPCC) Plan.
  • Maintain compliance with industrial stormwater discharge permits (NPDES).
  • Manage compliance with industrial wastewater discharge permits and associated monitoring requirements.
  • Oversee RCRA hazardous waste management programs, including generator status compliance (SQG/LQG), waste storage, inspections, manifesting, and employee training.
  • Maintain required environmental permits and regulatory records.
  • Serve as the primary point of contact for EPA, state environmental agencies, and regulatory inspectors.
  • Lead environmental audits, inspections, and corrective action programs.

Safety Program Leadership

Provide leadership for occupational safety programs across plant operations.

Responsibilities Include:

  • Partner with operations leadership to identify and mitigate workplace hazards.
  • Lead incident investigations and root cause analysis to prevent recurrence.
  • Develop and implement safety programs aligned with OSHA standards and industry best practices.
  • Ensure proper implementation of Hazard Communication (HAZCOM) and chemical safety programs.
  • Oversee workplace inspections and risk assessments.
  • Monitor safety performance indicators and drive continuous improvement initiatives.
  • Ensure proper use and training on personal protective equipment (PPE).

Safety Culture and Operational Partnership

Promote a proactive safety culture throughout the organization.

  • Partner with area managers and supervisors to integrate safety into daily operations.
  • Provide coaching and guidance to operational leadership on risk management and safe work practices.
  • Support implementation of continuous improvement initiatives including 5S, lean practices, and operational excellence programs.
  • Facilitate employee engagement in safety initiatives and hazard identification.

Leadership and Organizational Development

  • Lead and develop EHS specialists and safety team members.
  • Provide EHS leadership and support across multiple facilities when applicable.
  • Develop training programs to ensure employees understand regulatory requirements and safe work practices.
  • Coordinate responses to regulatory inquiries and inspections.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Education And Experience

  • Bachelor’s degree in Environmental Science, Safety, Engineering, Industrial
  • Hygiene, or related field, or equivalent experience.
  • Five (5) or more years of Environmental, Health and Safety experience in manufacturing or industrial environments.
  • Demonstrated experience managing environmental regulatory programs including Tier II reporting (EPCRA), TRI reporting, SPCC program management, stormwater permits, industrial wastewater permits, and RCRA hazardous waste compliance (SQG or LQG).
  • Experience leading EHS programs and influencing safety culture in a manufacturing environment.
  • Experience managing or mentoring EHS personnel or cross-functional safety teams preferred.

Knowledge And Skills

  • Strong knowledge of EPA environmental regulations and OSHA safety requirements.
  • Ability to lead environmental compliance programs and maintain regulatory reporting schedules.
  • Strong investigative and problem-solving abilities.
  • Ability to influence and collaborate with operations leadership to drive safety performance.
  • Strong written and verbal communication skills.
