Responsibilities
This position is based in an office setting located in Hartford, Connecticut. The work hours are Monday through Friday, 8:00 am to 4:00 pm, totaling 35 hours per week. The HR team consists of 5 members, supporting an employee base of 600. Technologies used include Paycom and Microsoft Excel, with some tasks managed through paper-based processes.

Pay And Benefits
The pay range for this position is $32.96 - $35.16/hr.

Responsibilities
- Ensure human resources functions comply with funder requirements.
- Participate in job fairs and recruiting events.
- Post and update job openings on internal and external job boards.
- Screen resumes and applications, forwarding qualified candidates to Program Managers.
- Develop innovative recruiting methods for long-standing job openings.
- Prescreen applicants via telephone and schedule interviews for Program Managers.
- Maintain application and interview files.
- Coach Program Managers on interviewing skills and participate in interviews as needed.
- Prepare job offer letters and conduct pre-hire screenings and checks.
- Conduct new hire employee orientation and coordinate employee badge and security access creation.
- Maintain orientation packets and ensure compliance with laws and agency requirements.
- Create and manage personnel, payroll, and medical files for new hires.
- Address employee and labor relations issues, conduct investigations, and execute disciplinary actions.
- Consistently apply and enforce company policies and procedures.
- Maintain understanding of the Employee Handbook and union contracts.
- Experience with Paycom is required.
- At least 2 years as an HR Coordinator or Generalist with full HR desk responsibilities and payroll support.
- Exposure to benefits, payroll, recruitment, employee relations, and union experience.
- Ideal candidate has 3 years as an HR Generalist within a non-profit or healthcare institution.
- Bachelor’s degree in Human Resources Management, Business Administration, or related field is required.
- Alternatively, at least 5 years of experience in an HR Generalist position.
- Experience with HRIS systems and Microsoft applications.
- Ability to identify personnel issues and recommend solutions.
- Strong counseling skills and ability to work independently.
- Ability to manage multiple priorities with professionalism and confidentiality.
