Position Overview:
The Project Manager will work within the PMO to leverage resources, drive efficiencies, and ensure projects are delivered on time, within budget, and in alignment with overall project objectives.
The Project Manager will have responsibility for the overall direction, coordination, implementation, execution, control, completion, and closing of OSDH projects under the guidance and direction of the PMO. The individual will ensure that project activities remain consistent with the agency’s strategy, mission, commitments, and goals.
The Project Manager will serve as a primary point of contact for the direction of agency resources and activities throughout the life cycle of assigned projects. The role will also involve managing vendor relationships and deliverables within project scope, removing blockers, and escalating issues as needed.
Key Responsibilities:
- Manage medium to extra-large complexity projects through the full project life cycle using appropriate project management methodologies, tools, planning, and communication practices.
- Plan, acquire, develop, and manage project team resources required to successfully execute assigned projects.
- Perform all standard project management deliverables, including:
- Defining project scope and objectives.
- Managing change.
- Risk mitigation and management.
- Project budgeting.
- Stakeholder communication.
- Project and vendor engagement.
- Subject matter expert utilization.
- Project implementation.
- Project closure.
- Develop and manage project status reports for communication with project stakeholders.
- Report key project metrics for the PMO dashboard.
- Implement change management practices in accordance with agency and PMO guidance.
- Forecast, manage, and acquire resources, as necessary, to achieve project objectives.
- Ensure project activities and deliverables comply with applicable federal, state, and agency-documented guidelines.
- Facilitate and manage contract processes from initiation through closure.
- Manage vendor relationships and vendor deliverables while ensuring alignment with project scope.
- Identify and remove project blockers and escalate issues when necessary.
- Routinely perform gap analysis and root cause analysis.
- Provide recommendations and actionable guidance to support successful project outcomes.
- Demonstrate a dynamic ability to lead group facilitation activities for the agency, particularly in situations requiring interaction and coordination of an independent party.
- Coordinate project activities and resources throughout the project life cycle to ensure successful delivery.
- Ensure assigned projects remain aligned with OSDH's overall strategy, mission, commitments, and organizational goals.
Required Experience & Qualifications:
- Experience working with Waterfall, Agile, and Hybrid project management methodologies.
- Strong familiarity with and/or the ability to use Microsoft Project (MS Project).
- Understanding of and experience with the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) Guide and Standards.
- Excellent verbal and written communication skills.
