ASSYST is seeking a Senior Business Analyst – Demand Management to support our client project in Tallahassee, FL.
Scope of Services
The Senior Business Analyst – Demand Management serves as a liaison between FDOT business offices and Information Technology to intake ideas, refine and document technology proposals in ServiceNow, and support governance activities throughout the demand lifecycle. The role involves analyzing business and technology demands from ideation through project approval. The candidate will collaborate with stakeholders to translate strategic and operational needs into actionable requirements, conduct business needs assessments, and guide solution approaches aligned with organizational objectives. Responsibilities include assessing feasibility, conducting impact analysis, and prioritizing demands based on business value, strategic alignment, and resource considerations. The analyst will gather high-level requirements, obtain cost estimates, develop business cases, and document results in accordance with departmental standards. This includes documenting ROI, cost savings, risks, scope, and impacted applications, as well as preparing materials to support funding decisions and ensuring alignment across technical teams and leadership. The resource works closely with the Demand Manager to ensure proper governance and lifecycle progression.
Experience
- Minimum of 3 years of experience in business process analysis and requirements documentation
- Experience facilitating sessions with executives and subject matter experts
- Proficiency in process modeling using tools like Visio
- Experience with ServiceNow or similar demand/portfolio management tools
- Strong skills in Microsoft Office (Excel, Word, PowerPoint)
- Experience preparing business cases, including ROI/TCO and cost-benefit analysis
- Experience with SharePoint and Teams; Power BI exposure preferred
- Understanding of translating business requirements into technical requirements
Primary Job Duties / Tasks
- Categorize and prioritize demands based on impact, urgency, complexity, and alignment
- Analyze demand trends and assess feasibility within technical constraints
- Conduct intake meetings and identify relevant stakeholders
- Refine demand descriptions, including objectives, scope, assumptions, constraints, and risks
- Document business processes, system interactions, and dependencies
- Maintain demand records in ServiceNow, including stakeholders, impacted systems, and sizing
- Recommend process improvements and support integration of new and existing solutions
- Develop business cases, including ROI/TCO, cost-benefit analysis, and risk summaries
- Translate business goals into functional and technical requirements
- Prepare executive-level summaries for decision-making
- Support cybersecurity risk assessments when required
- Manage demand lifecycle activities and maintain accurate documentation
- Track workload, assignments, and task progress
Knowledge, Skills, and Abilities (KSAs)
- Strong business analysis skills including requirements documentation, process modeling, and business case development
- Effective stakeholder management, facilitation, and communication skills
- Knowledge of demand management workflows and governance processes
- Ability to perform ROI/TCO analysis and cost-benefit evaluations
- Proficiency in Microsoft tools (Excel, Word, PowerPoint, SharePoint, Teams, Visio); Power BI familiarity preferred
- Ability to conduct as-is/to-be analysis and identify process gaps
- Capability to facilitate workshops with both technical and non-technical stakeholders
- Strong documentation skills for business processes and system interactions
- Ability to interpret and communicate technical concepts clearly
- Experience in data analysis and performance reporting

Education:
Bachelor’s degree or master’s degree in Business Administration, Communication, Information Systems, or related field is required. Equivalent work experience may substitute for the educational requirement. Certification in any of the following is desired but not required: Certified Scrum Master (CSM), Certified Scrum Owner (CSO), CBAP, PMI-PBA, PMI-ACP, PMP, ITIL.
