You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience for the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.Specialized experience for this position is defined as:
- Mortgage loan delinquent servicing to include foreclosure processing, property conveyance, compliance and loss mitigation policies, procedures, property management, preservation, inspection, and processes in a mortgage company, bank, or financial institution; AND
- Assisting with the modification of existing policies and practices regarding loss mitigation; AND
- Advising senior management on risk-related issues and practices; AND
- Researching and assisting with the modification of existing policies and practices regarding single family mortgages.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

The Office of Single Family Housing is responsible for the overall management of Single Family mortgage insurance programs for the Federal Housing Administration (FHA). The Office assists in the expansion of affordable and quality homeownership opportunities for individuals and families who are traditionally underserved by the private market. The Office also acts as a stabilizing force in the single family home financing market by increasing access to mortgage credit. Policies and programs administered by the Office-from becoming an FHA-approved mortgage lender or other stakeholder, to mortgage origination through post-closing and endorsement processes, servicing of FHA mortgages, and beyond-assist in the provision of these affordable mortgage programs while meeting the needs of borrowers. These functions are carried out by dedicated staff in our Washington, DC headquarters, four Homeownership Centers in Atlanta, GA, Denver, CO, Philadelphia, PA, and Santa Ana, CA, and through our National Servicing Center in Tulsa, OK.
As a Housing Program Specialist, you will:- Directs the application of policy and procedural instructions issued to the branch from the Branch Chief or Program Director, including provision of FHA Handbooks, manuals and operations methods and procedures within the branch to conform to Department requirements and local real estate laws and practices.
- Interprets HUD regulations and administrative instructions and provides guidance to the staffs of HUD Home Ownership Centers (HOC), field offices and lending institutions in all phases of the administration of HUD's Single Family Loan Servicing and Loss Mitigation programs.
- Provides information to HOC staff, field office personnel and lending institutions in working out solutions to unusual problems or negotiating the resolution of differing interpretations. Contacts may be in person, by telephone or in written correspondence and may include HUD management staff, lenders, servicers, public sector entities and so on.
