This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.

Qualifications:

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

- Representing and explaining program or project goals to other Federal organizational units, or state, local, or private entities related to mortgage banking, underwriting, appraisal requirements, condominium project analysis, and/or other FHA single-family programs; AND
- Analyzing organizational and operational problems and developing timely and economical solutions; AND
- Planning and adjusting work operations in order to coordinate and integrate the work activities and resources of several organizational segments or several different projects.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities.

The Office of Single Family Housing is responsible for the overall management of Single Family mortgage insurance programs for the Federal Housing Administration (FHA). The Office assists in the expansion of affordable and quality homeownership opportunities for individuals and families who are traditionally underserved by the private market. The Office also acts as a stabilizing force in the single family home financing market by increasing access to mortgage credit. Policies and programs administered by the Office-from becoming an FHA-approved mortgage lender or other stakeholder, to mortgage origination through post-closing and endorsement processes, servicing of FHA mortgages, and beyond-assist in the provision of these affordable mortgage programs while meeting the needs of borrowers.


As a/an Director Processing & Underwriting Division, you will:
  • Direct the supervisory staff who manage the professional, technical and clerical staff required for the production and management aspects of the Center.
  • Resolve issues and problems which hinder the effective operation of the Center or of the quality of program accomplishment, including concerns regarding resources, conflicting policies and procedures, organizational deficiencies, etc. This may involve adjusting staff assignments, resource funding, etc. to meet the demands of the office. When necessary, the incumbent confers with the Deputy Assistant Secretary for Single Family.
  • Oversee the preparation and administration of all contracting functions within the Center sufficient to ensure the prevention of waste or mismanagement of funds.
  • Assure that the Center is operating in accordance with current developmental policies, standards, and procedures and that objectives, deadlines and service requirements established by the Assistant Secretary for Housing are achieved. Establish processing priorities and maintain quality control over all assigned functions and is responsible to the Deputy Assistant Secretary for SF Housing Programs, for the accuracy and timeliness of all decisions.
  • Speak for and represent the Center and the Department in industry and public meetings in all matters relating to the Center. Inform mortgagees, mortgagors, developers, and the public on the technical phases of approval and underwriting activities. The interpretation of policies, regulations, and major operating procedures for private and public groups, congressional representatives, etc., to further the purpose of the National Housing Act as it relates to the management of HUD programs, and the U.S. Housing Act of 1937, as amended. Maintain excellent public relations in representing the Department.
  • Advise and consult the Deputy Assistant Secretary on questions regarding underwriting activities and related matters. Research required underwriting procedures and techniques, recommending improvements or refinements in technique to the Deputy Assistant Secretary. Review and recommend lending institutions for Headquarters approval as mortgagees and maintains surveillance over the lending practices of approved mortgagees, with special reference to the quality of their mortgage servicing.
  • Responsible for accurate, timely reporting of the Processing/Underwriting Division's operations/activities as required for the Assistant Secretary, FHA Commissioner, Deputy Assistant Secretary for SF Housing Programs, and for advising appropriate officials of trends or problems which are impacting on the Centers ability to perform.
