Qualifications:
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:- Providing comprehensive financial management experience with community development programs; AND
- Ensuring financial accountability and compliance with federal rules, regulations, laws and policies; AND
- Using financial systems and technology in conducting financial monitoring of grantee activities and audit resolutions, securities markets, investments, and banking; AND
- Conducting and reporting of indirect cost plans or cost allocation plans.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

This position is located in the Office of Community Planning and Development (CPD). CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.
As a Regional Senior Financial Analyst, you will:
- Serve as an expert-level resource on their Regional Management Team on matters relating to financial management issues.
- Identify 'Best Practices' among grantees and serve as a catalyst to export those 'Best Practices' whenever/wherever it is possible to do so.
- Develop regional and nationwide technical assistance strategies, work plans, and performance measures used in providing technical assistance services.
- Maintain financial status records and be well versed in all aspects of financial management systems grantees use to receive HUD funds and report their utilization, including IDIS, DRGR and LOCCS.
- Responsible for the analyses of financial reports, periodic statements and balance sheets from local entities receiving HUD assistance.
