Summary: The Natural Resources Program Manager is primarily responsible for leadership in directing and managing all components of the AVCP Natural Resources Program, including Biology, Natural Resources, Advocacy and Networking, External Project Development, Social Science, Agriculture and Summer Programs. Additionally, the position is responsible for the staff management of the Natural Resources Program under the guidance and supervision of the Natural Resources Division Director.
Performance Responsibilities: include the following. Other duties may be assigned.
Administrative:
  • Provides leadership through visioning, directing, and managing all program services and financial accountability in accordance with directed policies and administrative guidelines for the Natural Resource Program.
  • Develops, reviews, and revises the annual budget, fiscal monitoring, and all other Program specific expenditures in accordance with the internal control process at AVCP.
  • Pursues program funding through all available channels such as Grant Writing, Legislative Appropriations, or contract negotiations.
  • Manages all program specific grants including developing, writing, implementation, evaluation, compliance, reporting and close out of all grants.
  • Maintains public relations and supervises public information on program activities as dispersed through staff and media.
  • Responsible for ongoing efforts to broaden and maintain cooperative working relationships between tribal interests, associate agencies or organizations and governmental entities.
  • Responsible for organizing regional meetings and conferences as they apply to the Natural Resource Program.
  • Travels to appropriate meetings and conferences within and outside of the region to represent AVCP interests and activities on subjects pertaining to Natural Resources issues.
  • Prepare written reports on the status of all program activities for submission to AVCP administration at regular meetings and other entities on a timely basis.
  • Develops and maintains the Natural Resources Program policies and procedures manual, audit binders, and department binders to improve service procedure standardization and to enhance systemized processes.
  • Participates and contributes as a member of the Program Managers Team in planning, meetings, evaluations, and overall quality improvement processes for AVCP.
  • Maintains strict confidentiality of the department and clientele.

Supervisory:
  • Supervises and collaborates with the Program’s employees and encourages open two-way communication with staff to enhance job satisfaction and overall morale.
  • Develops and maintains a culturally sensitive work environment.
  • Ensure staff have the tools and training required to effectively do their jobs.
  • Monitors all phases of the program’s services to ensure that proper policies and procedures are in place and suited to meet client needs.
  • Compiles, reviews and approves Program employee’s timesheets and submits them to payroll.
  • Conducts performance evaluations of Program staff as required.

Requirements

Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. This position requires a thorough understanding of the culture and the needs of the Tribes of the Yukon-Kuskokwim Delta region. Must have knowledge of and experience in the Yukon-Kuskokwim region of Alaska and work effectively in a cross-cultural environment. Must have strong computer skills. Must be willing to work flexible hours if needed. This position is subject to Native Preference per P.L. 93-638.   • Strong analytical skills and the ability to manage multiple tasks simultaneously.
  • Strong written and oral communication skills.
  • Understanding of multiple grant management and budgeting.
  • Exercises tact and diplomacy in working with other departments and agencies.
  • A valid Alaska Driver’s License and good driving record to qualify for AVCP Commercial Vehicle Insurance.
  • Bilingual in Yup’ik/English speaking is strongly preferred.
  • The ability to travel in small planes is required for village-related travel.

Education and Experience
: Bachelor's degree from an accredited university in Applied Sciences or in a closely related field is preferred or any combination of experience and training which has provided the required knowledge, skills, and abilities for the position. Minimum of five (5) years of experience as a Program Manager, three (3) of which have included supervising subordinates is required.
