This position is in the Department of Health and Human Services (HHS), Office of the Assistant Secretary for Planning and Evaluation, Office of Health Policy (HP). HP provides a cross-cutting perspective to inform leadership on health policy by conducting economic, and budget analyses; assisting in development and review of regulations, budgets, legislation, and surveys; and conducting and coordinating research, evaluation, and information dissemination on health policy.

Qualifications:

Open to Federal Status Candidates, Current SES and SES Reinstatement Eligibles, and SESCDP Graduates. SESCDP graduate candidates may also apply for noncompetitive consideration if applicable.

There is NO requirement to prepare a narrative statement specifically addressing the ECQs or the TQs.TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Health Policy Leadership and Strategy: Ability to lead the development, coordination, and implementation of complex health policy initiatives related to health care financing, access, cost, public health, science, and quality.

TQ 2: Policy Analysis, Research, and Evaluation: Ability to direct and apply advanced policy research, economic analysis, and program evaluation to inform decision-making.

EXECUTIVE CORE QUALIFICATIONS: In addition to the TQs listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding
- This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES CDP, or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you must attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.

Responsibilities:

ABOUT THE POSITION

The Associate Deputy Assistant Secretary for Planning and Evaluation/Health Policy provides executive leadership, direction, and coordination of the Department's health care financing, access, cost, public health, and quality policy development and implementation. The incumbent acts on behalf of the Deputy Assistant Secretary (DASPE)/HP and the ASPE in meetings and other situations with senior officials of the Department, other Federal agencies, the Congress, and other public and private entities.

The Associate Deputy's principal focus is on development and assessment of health care policy issues for health programs. In addition, he/she serves as an advisor to the DASPE/HP and the ASPE on health care financing, access, cost, public health, and quality issues including those concerning public and private services, legislation, research, and regulation.

The Associate Deputy is responsible for developing and coordinating implementation of research and evaluation plans for the DASPE/HP and the ASPE for HHS health care programs in order to improve program effectiveness and efficiency. The incumbent is responsible for identifying the best practices, innovations, and developing methods for ensuring their adoption in appropriate Department programs. She/he tracks the achievement of established goals and objectives.

The Associate Deputy works with the DASPE/HP to develop and monitor operational and policy goals and objectives for the Office of Health Policy and supervises the functioning of staff in meeting these objectives. The incumbent supervises the development and execution of budgets and other resources related to these goals and objectives for the DASPE/HP and the ASPE. The performance of the duties and responsibilities of this position requires a full knowledge of and responsiveness to the views and the policies of the Secretary, Deputy Secretary, and the Assistant Secretary for Planning and Evaluation. There must be a close working relationship with the DASPE/HP and the ASPE.
