Job Title: Project Manager – Residential Construction (CDBG-DR Programs)
Position Type: Full-Time, Exempt
Location: Florida (Statewide Travel Required)

Position Summary
The Project Manager is responsible for the full life-cycle management of residential construction projects under Community Development Block Grant – Disaster Recovery (CDBG-DR) and similar federally funded housing programs. This role oversees all phases of residential projects including new construction, rehabilitation, and manufactured/mobile home replacement to ensure timely completion, quality compliance, and adherence to program and regulatory requirements.
Key Responsibilities - Project Management & Execution
- Oversee multiple residential projects from Notice to Proceed through final Certificate of Occupancy.
- Develop and maintain detailed project schedules, budgets, and scopes of work.
- Coordinate with design professionals, inspectors, subcontractors, and vendors to ensure compliance with project specifications.
- Conduct regular site visits to monitor progress, safety, and quality standards.
- Manage permitting, inspections, and utility coordination (power, water, septic, etc.).
Compliance & Program Administration
- Ensure adherence to CDBG-DR, HUD, and local government requirements, including Davis-Bacon, Section 3, Lead-Based Paint (LBP), Uniform Relocation Act (URA), and Buy America Build America (BABA).
- Maintain accurate project documentation and reporting in the program’s system of record (e.g., eCivis, Salesforce, Procore, or equivalent).
- Support internal and external audits by maintaining compliance logs, payroll certifications, and project photos.
- Coordinate with program managers and grant administrators for draw requests, inspections, and milestone verifications.
Budget & Cost Control
- Review and approve vendor bids and subcontractor estimates.
- Track project costs and identify potential variances from approved budgets.
- Initiate and document all change orders and ensure proper client and program approval.
- Support finance team with cost reporting, progress payments, and project closeout documentation.
Client & Stakeholder Communication
- Serve as the primary point of contact for homeowners and program representatives.
- Communicate project milestones, schedule updates, and issue resolutions clearly and professionally.
- Facilitate homeowner walk-throughs, punch list completion, and warranty follow-ups.
- Ensure a positive homeowner experience throughout construction.
Leadership & Team Coordination
- Supervise assigned Superintendents, Site Supervisors, and Administrative Support staff.
- Conduct regular coordination meetings with subcontractors and internal teams.
- Promote a culture of safety, quality, and compliance across all job sites.
Qualifications
Required:
- 2 years of experience in residential construction project management (new construction, rehabilitation, and/or manufactured home replacement).
- Proven experience managing government-funded housing or disaster recovery programs (CDBG-DR, CDBG-MIT, SHIP, HRRP, etc.).
- Strong knowledge of Florida Building Code, permitting processes, and local regulations.
- Demonstrated ability to manage multiple projects in different locations simultaneously.
- Proficiency with project management and estimating software (e.g., Procore, Buildertrend, Xactimate, MS Project, or similar).
- Excellent communication, organizational, and leadership skills.
- Valid Florida driver’s license and willingness to travel regionally.
Preferred:
- Florida Certified Building Contractor (CBC) or Residential Contractor License.
- FEMA, HUD, or CDBG-DR training/certifications.
- Experience with energy efficiency, elevation, or mitigation projects.
Physical & Working Conditions
- Work performed in both office and field environments.
- Frequent travel to active job sites throughout Florida.
- Must be able to stand, walk, climb, and inspect residential construction sites safely.
