Construction Inspector – Baltimore, MD Area (Federal Projects)
Location: Baltimore, Maryland (on-site at federal facility) Client: Federal Agency Employment Type: Full-time (on-site) | Anticipated duration approximately 24–30 months
Position Summary
Provide continuous, independent construction inspection and quality assurance services for a major multi-discipline federal design-build project in the Baltimore area. The Construction Inspector will verify that all construction, installation, demolition, and commissioning activities comply with contract documents, approved plans and specifications, applicable codes and regulations, manufacturer requirements, and Client standards. Work spans electrical, mechanical, civil, structural, and utility systems on an active industrial facility modernization project.
Key Responsibilities
  • Attend pre-construction and ongoing progress meetings; document protocols, communication channels, and reporting requirements
  • Review final design/construction drawings, technical specifications, approved submittals, manufacturer data, and project schedules
  • Develop and maintain a site-specific Inspection Plan for each active work package
  • Conduct full-time daily on-site surveillance of all active construction and demolition areas
  • Inspect delivered materials and equipment upon arrival for conformance with approved submittals
  • Observe specialized work (welding, electrical testing, pressure vessel inspections, concrete placement, etc.) and coordinate third-party specialists when needed
  • Identify, photograph, document, and track deficiencies; maintain a running deficiency log and verify corrective actions
  • Monitor safety compliance, including Accident Prevention Plan implementation, PPE, fall protection, LOTO, and required permits
  • Witness field tests, equipment startups, system testing, and commissioning activities
  • Prepare and submit daily inspection logs, weekly summary reports (with photographs), monthly summary reports, and other required deliverables
  • Review contractor schedules for realistic physical progress and submit compliance statements
  • Perform technical reviews of as-built drawings, equipment warranty databases, O&M manuals, spare parts lists, training materials, and commissioning reports
  • Support the Client’s technical representative during closeout and recommend acceptance upon successful completion
Minimum Qualifications
  • MUST BE A U.S. CITIZEN
  • Minimum of 10 years of experience in construction inspection, quality control, or facilities contract management, preferably on large-scale energy infrastructure or industrial facility projects involving electrical, mechanical, or related systems (Candidates may qualify as experienced tradespersons or as registered Engineers/Architects)
  • Extensive hands-on quality assurance experience in the State of Maryland, with knowledge of local trade capabilities
  • Current OSHA 10-hour or 30-hour certification (required)
  • Relevant professional licenses or certifications (e.g., ICC, PE) preferred; strong knowledge of federal, state, and local building codes (NEC, IBC, ASME, NFPA, ASHRAE, OSHA, etc.)
  • Demonstrated experience using Procore and Microsoft Office Suite software for project documentation, deficiency tracking, and reporting
  • Ability to analyze construction schedule updates for accuracy of physical progress
  • Physical ability to see, hear, walk, drive, climb, reach, stoop, bend, and lift up to 50 pounds; work in typical construction-site conditions (noise, dust, heights, rough terrain, adverse weather, ladders, roofs, enclosed spaces)
  • Ability to obtain and maintain required federal facility access credentials and pass background screening
Preferred Qualifications
  • Prior experience as a client technical representative or independent construction inspector on federal projects
  • Experience with energy conservation measures, industrial modernization, geothermal systems, solar PV, battery energy storage, or multi-discipline utility infrastructure
  • Familiarity with design-build delivery methods
Additional Information
  • Position requires full-time on-site presence aligned with active construction (generally up to 8 hours per day, 5 days per week). Extended or off-hours work may be required with prior approval.
  • Continuity of the assigned inspector is strongly preferred. Any proposed substitution requires advance written approval; replacements must meet or exceed original qualifications.
  • The Client reserves the right to require removal and replacement of personnel who do not meet performance expectations.
  • Performance will be evaluated on timeliness of inspections and reporting, accuracy of documentation, code compliance, and effectiveness in identifying and resolving deficiencies.
