Position Title: Senior Portfolio/Program/Project Analyst – DHS Science and Technology Directorate (S&T) REA
Location: DHS St. Elizabeths Campus, 1790 Ash St E, Washington, DC 20032
Work Type: On-site at the DHS St. Elizabeths campus. Remote positions and telework are allowed under this task order with prior Contracting Officer's Representative (COR) approval. Work is generally performed between 0700 and 1730 EST/EDT, Monday through Friday, excluding Federal holidays, with occasional work outside normal business hours, including weekends and holidays.
Position Overview
INTECON is seeking Senior Portfolio/Program/Project Analysts to support the U.S. Department of Homeland Security (DHS), Science and Technology Directorate (S&T), Operations and Requirements Analysis Division, in support of Requirements, Engineering, and Acquisition (REA). REA identifies and assesses RDT&E needs across DHS Components including CISA, CBP, CWMD, FEMA, ICE, TSA, USCG, USCIS, and USSS, spanning domains such as cybersecurity, counterterrorism, emergency management, critical infrastructure, artificial intelligence, and biometrics.

Roles and Responsibilities
Focus Area 1 – Portfolio Manager Direct Support
Support S&T Portfolio Managers to ensure Component equities are addressed by S&T and that work performed by S&T is aligned with Component priorities throughout the research and development lifecycle.
- Facilitate the Integrated Product Team (IPT) process with DHS Components and coordinate Senior Leadership engagements between S&T and Components to identify and prioritize RDT&E Needs.
- Develop and obtain approvals for Portfolio Manager materials including briefs, agendas, read-ahead packages, white papers, fact sheets, quad charts, and senior leadership correspondence.
- Manage the S&T requirements process per the Business Process Flow (BPF), including entry and maintenance of RDT&E Need documentation in the BPF Tracker on ServiceNow, and support the PPBE process.
Focus Area 2 – DHS Innovation, Research, and Development Coordination (IRDC) Direct Support
Support the IRDC Process, which enhances DHS-wide information sharing and coordinated planning of innovation and research and development (IRD) and acquisition with respect to common, priority operational needs.
- Develop IRDC artifacts defining procedures, roles, and responsibilities for coordinating and resourcing DHS strategic research, development, and innovation.
- Maintain an inventory of Department-wide research and innovation initiatives, produce data visualizations, and establish metrics capturing value added through the IRDC Process.
- Support IRDC Process forums including the IRDC Council, Steering Group, and Working Groups, and support futures and forecasting efforts through trend analysis and scenario development.
Focus Area 3 – Futures and Foresight Direct Support
Provide expert support in strategic foresight and futures analysis to enable DHS to proactively navigate uncertainty, anticipate emerging challenges, and shape its long-term strategic direction.
- Conduct trend analysis and horizon scanning, synthesizing diverse sources to identify trends, drivers, and signals relevant to DHS mission sets.
- Develop plausible future scenarios and narratives, and design and facilitate interactive workshops with internal and external stakeholders.
- Apply systems thinking to assess interdependencies across mission areas, develop monitoring indicators, and translate uncertainty into actionable strategic options for DHS leadership.
Focus Area 4 – Portfolio/Program/Project Analyst Surge Support
Support the administration and execution of the IPT process alongside Portfolio Managers. This is an optional surge position the Government may activate as needed.
- Assist the Portfolio Management Team with IPT process administration, meeting coordination, and calendar management.
- Prepare reports and presentations, contribute to Portfolio Manager materials, and answer data calls to ensure accuracy and timely submission.
- Organize Portfolio Management documents per established record keeping procedures and support BPF Tracker entry and maintenance.
- All focus areas: coordinate with other S&T Portfolio Managers to identify synergies, develop presentations and briefings for stakeholders, and travel in support of the requirement to Washington, DC and, depending on assignment, to Riverside, California and El Paso, Texas.
Required Qualifications
- U.S. citizenship, or lawful admission for permanent residence (USCIS I-551).
- Active Secret security clearance, or the ability to obtain one prior to Day 30 of performance.
- Experience preparing briefs, presentations, agendas, read-ahead packages, white papers, fact sheets, and senior leadership correspondence.
- Willingness and ability to travel outside the local commuting area.
Focus Areas 1, 2, and 4:
- High level of proficiency with Microsoft Office including Teams, SharePoint, Word, Excel, PowerPoint, Project, and Outlook, and with Adobe Pro.
Focus Area 1:
- Experience across the R&D lifecycle: requirements generation, technology scouting, solution identification, R&D management, technology transition, systems engineering, and compliance with laws, regulations, and policies.
- Project management experience with financial and business knowledge, and extensive knowledge of DHS and other Federal, state, local, tribal, and territorial agencies.
Focus Area 2:
- Experience in strategic planning, futures and foresight, and strategic management, with technical writing experience and direct knowledge of DHS.
- Experience developing governance artifacts and producing data visualizations for senior stakeholders.
Focus Area 3:
- Substantial demonstrated experience in strategic foresight, including application of advanced foresight methodologies and analytical rigor.
- Experience conducting horizon scanning, developing future scenarios, and facilitating stakeholder workshops.
Focus Area 4:
- Experience supporting portfolio, program, or project management teams including calendar coordination, meeting administration, and data call response.
- Immediate availability and expertise to begin performance upon activation of surge support.
Required Education
Bachelor's degree in Business Administration, Public Administration, Public Policy, International Affairs, Political Science, Economics, Engineering, or a related field. Equivalent professional experience may be considered in lieu of a degree.
Preferred Qualifications
- Working knowledge of workflow systems such as ServiceNow.
- Ability to create and manage dashboards and work with data using tools such as Tableau and Microsoft Power BI to inform executive decision making.
Required Clearance Level
Active Secret security clearance. The maximum level of classification under this effort is Secret. This requirement could be subject to a contract change to a TS/SCI clearance level as needed.

Compensation Disclaimer: The salary range listed reflects a broad span to account for variations in experience, education, certifications, security clearance level, and other job-related factors. Final compensation will be determined based on the candidate's qualifications, relevant experience, and alignment with both company guidelines and contractual rate restrictions established by the Government or customer.
