About the Role
The Coast Guard Yard in Baltimore is the service’s only shipyard, and it is planning for growth. The Senior Management Analyst sits at the center of that effort, leading workforce planning analysis, including a parametric study that determines how large the production workforce needs to become, and carrying the Yard’s Quality Management System through ISO 9001:2015 re-certification by building the desk guides and process documentation the auditors will examine. The Analyst works across Yard Industrial, Financial Operations, Facilities Engineering, and Quality Assurance, and supports the Executive Steering Committee and command initiatives with business case analyses. It is a broad, senior, visible role for an analyst who can move between workforce data, quality systems, and executive support without dropping threads.
Roles and Responsibilities
- Lead and support Coast Guard Yard workforce planning efforts, including development of training plans
- Conduct a parametric study of current production and support workforce sizing to determine threshold and objective levels for an expanded production workforce, building on previous Yard analyses
- Assist in developing and maintaining documentation for the Yard’s Quality Management System (QMS) and Financial Operations
- Support QMS and ISO 9001:2015 re-certification efforts, including development of required Desk Guides and Process Guides
- Collaborate with Yard Industrial, Financial Operations, Facilities Engineering, Quality Assurance, and the Executive Steering Committee to ensure documentation meets certification standards
- Review and update Yard Process and Desk Guides to improve consistency and quality, submitting drafts for review and finalizing approved versions with Yard staff
- Provide executive and administrative support to the chartered CPIF Working Group Team Leader
- Support the Yard Business Manager with Business Case Analyses
- Participate in and support Yard Command and SFLC Command initiatives and business analysis studies
Required Qualifications
- Demonstrated experience in workforce planning and analysis, including quantitative workforce sizing or manpower studies
- Experience with Quality Management Systems and ISO 9001:2015, including documentation development or certification support
- Strong process documentation skills, including desk guides and process guides
- Experience conducting business case analyses
- Ability to collaborate across industrial, financial, engineering, and quality organizations
- U.S. citizenship and ability to obtain a favorable Tier 1 background investigation and CAC
- Bachelor’s degree; 8 or more years of relevant experience preferred, minimum 5 years required
Preferred Qualifications
- Prior experience in a shipyard, depot, or industrial production environment
- ISO 9001 internal auditor training or certification
- Experience supporting executive steering committees or command-level working groups
- Familiarity with federal financial operations documentation
- Parametric estimating or workforce modeling experience
