Job Purpose:

The Director of Information Technology Services serves as the Chief Information Officer (CIO) for Asbury University. It is the nature and scope of this position to serve the information technology needs of the academic, student, and administrative sectors of Asbury University. The position provides strategic leadership in developing and implementing both short- and long-term technology plans to respond both to institutional needs and provide a road map to future uses of technology.

As such she/he is responsible for the entire electronic information computing, media, and telecommunications systems including hardware, software, personnel, and operations. Specific managerial functions include coordinating, supervising, and planning for Service Desk, Application Development, academic and administrative software, Instructional Design, Learning Resources technology, data security, and Network Operations. An important part of the position is supporting the ministry and mission of the University and advancing the academic excellence and spiritual vitality of our university and students. Each employee plays a key role in the development of the Christian faith in our students.

Essential Functions:

General:

  • Provides institutional level technology leadership, both managing application of current technology and preparing for future trends.
  • Develop short- and long-range technology and operational plans, in cooperation with the Provost, Vice Presidents, and department heads.
  • Develop, monitor, and enforce all information security policies for the university based on regulations and industry best practices.
  • Serve as the Gramm Leach Bliley Act information security program coordinator to oversee implementation and enforcement requirements.
  • Works with departments on department level software and technology plans for purposes of implementation, budgeting, and integration with existing systems.
  • Serves as the primary liaison between both administrative and academic functions and their respective key stakeholders. To this end serves on faculty standing committees as appointed.
  • Maintains expertise in applicable hardware, software, and network technology, with a view to improve services at Asbury University.
  • Ensures that appropriate client support systems are developed and maintained in functional areas.
  • Ensures that campus network and communication systems appropriately serve campus needs.
  • Supervises and coordinates budget preparation and administration for functional areas.
  • Plans, coordinates, and supervises the implementation of all capital projects in functional areas.
  • Selects, supervises, and evaluates all personnel subordinate to this position. Arranges for the hiring and dismissal of all personnel in coordination with the Vice President for Campus Operations and the Human Resources office.

Service Desk:

  • Supervises the Service Desk Manager.
  • Coordinates Service Desk functions with Application Development Services, Instructional Design, and Network operations.

Application Development:

  • Supervises the Application Development Team Manager.
  • Responsible for the development of various administrative computing systems and integration with 3rd party systems.

Library Computing:

  • In coordination with Director of Library Services, supports software and hardware to fulfill Library information technology needs.

Network Operations:

  • Supervises the Assistant Director for ITS/Network Manager.
  • Ensure the maintenance and operation of campus network and communication systems.
  • Provide for administration of telephone system.
  • Provide primary oversight to network systems security.

Software:

  • Oversees the selection and implementation of all campus software licenses in conjunction with impacted departments.
  • Oversees all software contracts to insure competitive pricing, appropriate services, and strategic contract management.

Learning Resources

  • Oversees Instructional Technology in conjunction and consideration of instruction needs across the curriculum.
  • Oversee classroom technology, including academic computer labs.

Instructional Design:

  • Supervises the Instructional Design staff.
  • Oversees the Learning Management System (LMS) and all related technologies in support of academic technologies.
  • Coordinates with Provost, Deans, and Faculty committees to determine the technologies and policies related to the use of instructional technologies.

Position Type/Expected Hours of Work:

This is a full-time position, and normal work hours are Monday through Friday, 8:00 a.m. to 5 p.m. This position requires additional hours and weekend work.

Travel:

Some travel is expected for this position.

Qualifications:

  • Bachelor's degree in information science/information technology or a related field required. Master's degree preferred.
  • Minimum of ten years of progressive experience leading IT teams and departments.
  • Five or more years of experience leading complex projects such as website launches, complex system integrations, and internal technology migrations.
  • Working knowledge of IT audits and compliance
  • System design, analysis, and integration – CRM experience strongly preferred.
  • Project management and requirement gathering
  • Risk management, including Cyber Security and Disaster Recovery
  • Expertise in:
  • Business intelligence, reporting and data analytics.
  • Application and system design, development and integration
  • Software and technology selection and management
  • Business process analysis and architecture
