About The Role

The Portfolio Manager is a strategic leader accountable for the financial performance and asset optimization of a diverse residential property portfolio. Prioritizing net operating income (NOI), this role strategically manages budgets, maximizes rent collections (maintaining at least a 97% collections rate), and ensures properties align with ownership objectives. Additionally, the Portfolio Manager commits to exceptional customer service and strict compliance with all regulatory requirements, leading onsite teams, fostering client relationships, and driving continuous improvement.

The Portfolio Manager will oversee a 13 building, 1000 unit portfolio, consisting of new construction and recently remodeled assets throughout Oakland. This position works closely with Asset Management to achieve established operational, financial, and performance goals in alignment with business plans, under the guidance of the Regional Property Manager. In addition, the role is responsible for developing annual operating and capital expenditure (CapEx) budgets with oversight and direction to ensure both accuracy and strategic alignment.

Primary Responsibilities

  • Financial Performance & Asset Optimization
    • Increase NOI through revenue optimization and expense control.
    • Maintain rent collections at or above 97%.
    • Prepare, monitor, and analyze property budgets and financial statements.
    • Recommend strategic capital improvements and tenant improvements to enhance asset value.
  • Customer Service Excellence
    • Ensure consistent high-quality customer service to maximize resident satisfaction.
    • Lead and guide property teams in delivering superior resident experiences.
    • Regularly engage with residents and implement feedback mechanisms to continually enhance satisfaction.
  • Compliance & Risk Management
    • Maintain full compliance with company policies, management agreements, and all local, state, and federal regulations.
    • Ensure adherence to Fair Housing, ADA, and other relevant laws.
    • Proactively manage and mitigate operational risks to safeguard portfolio interests.
Secondary Responsibilities

  • Leasing & Revenue Enhancement
    • Collaborate with leasing teams to execute strategic marketing plans, optimize rental pricing, and drive occupancy.
    • Conduct market analyses to inform competitive strategies and adjustments.
  • Property Inspection & Maintenance Oversight
    • Regularly inspect properties to uphold standards and protect asset value.
    • Recommend and oversee maintenance projects and capital upgrades for long-term property performance.
  • Strategic Planning & Reporting
    • Develop and implement strategic plans in coordination with regional leadership to enhance profitability.
    • Provide detailed monthly performance reports and strategic updates to clients and ownership.
  • Quality Assurance & Training
    • Implement quality control measures, including mystery shopping, to ensure service consistency.
    • Support training initiatives to maintain high operational standards and staff development.
  • Professional Development & Safety Compliance
    • Pursue ongoing professional growth and stay current with industry trends.
    • Ensure all operations comply with OSHA guidelines and company safety policies.
    • Promote continuous learning, improvement, and adherence to best practices.
  • Other:
    • Other tasks as assigned on an as needed basis to help achieve goals of the DEPARTMENT
    • Other tasks as assigned and in coordination with other departments to achieve greater company goals and objectives.
Qualifications

  • Minimum 3–5 years of experience in residential property management
  • Proven success leading multi-site teams and operations
  • Financial fluency: comfortable with budgets, reports, and data-driven decisions
  • Strong leadership and team development skills
  • Detail-oriented with excellent time management
  • Proficient in Excel, Google Sheets, and property tech platforms
  • Deep understanding of (or eagerness to learn) the Oakland market
  • Available on weekends for staffing needs or emergencies

Work Environment

  • On-site role based in Oakland, CA
  • Daily presence required at the Oakland office and/or assigned properties
  • Reports to: Regional Manager

Compensation And Benefits

  • Base Salary: $115,000–$125,000 annually, based on experience and portfolio scope
