ARServices is seeking a Program Analyst to work in the Stafford, VA area. 

The Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) manages our Nation’s investments in chemical, biological, radiological, and nuclear (CBRN) defense equipment and medical countermeasures. The Program Analyst will support JPEO-CBRND with expert project management support, to include supporting daily operations of individual offices and programs within the Joint Project Managers (JPM). 

A qualified candidate’s duties and responsibilities include, but are not limited to: 

  • Using DoD acquisition and life cycle management policies, procedures, and practices outlined in the DoD 5000 acquisition policy series (i.e. DoDI 5000.02, DODI 5000.85, DODI 50000.80, etc.) to provide acquisition planning support, technical and analytical, analysis, and coordination and assessments of requirements and capabilities as they relate it to multiple product development, production, and sustainment. 

  • Using relevant skills to provide evaluation, analysis, and assessment of technical management processes, including development and tracking cost, schedule, risk, and technical parameters, metrics, and measures. 

  • Facilitating milestone planning by preparing, reviewing, and updating technical briefing materials, documentation (to include those in the Adaptive Acquisition Framework Document Identification Tool), and program schedules and developing and implementing technical and programmatic plans and measures to track programs. 

  • Reviewing, analyzing, and evaluating program development, status/progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision Levels, and timing and scope of decision reviews) and providing recommendations to the Government Lead for tailoring an acquisition approach which best fits program conditions.  

  • Reviewing and assessing technical, cost, and schedule data and work with Government staff to identify shortfalls and potential corrective actions. 

  • Identifying, assessing, tracking, developing mitigation, and providing status oversight of program risks, issues, and opportunities. 

  • Drafting, reviewing, coordinating, filing, and updating a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, and meeting minutes.  

  • Coordinating internal and external conferences, meetings, and reviews for relevant stakeholders, ensuring that locations, phone, and video teleconference lines are booked for use; scheduling speakers; developing and providing meeting materials (e.g., day-to-day schedules, agendas, presentations and displays, etc.); and tracking action items.  

  • Tracking the status of action items, writing meeting minutes, tracking program milestones, and developing/providing input into monthly reports, and providing information to product teams so they are aware of deadlines, assignments, and objectives. 

  • Providing program information for developing cost projections and inputting into program documentation (e.g., Life Cycle Cost Estimate [LCCE], Life Cycle Management Plan [LCMP], Test and Evaluation Master Plan [TEMP], Systems Engineering Plan [SEP], budget spend plans, etc.). 

  • Posting and maintaining electronic program files in SharePoint locations, migrating shared files, and archiving data. 

  • Attending meetings or discussions either in-person, via telecon, or using MS Teams if on- site gatherings and/or travel are restricted. 

Security Clearance Requirement: 

Active/current Secret clearance is required. 

Required Qualifications: 

  • A minimum of two (2) years of experience in project management, DoD acquisition, or another related subject of comparable complexity and responsibility. 

  • A minimum of two (2) years of comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, Word, PowerPoint, Excel, and Project. 

  • Ability to communicate effectively, orally and in writing, among a variety of audiences.
