Job Title:Substance Use Program Coordinator

Home Office:Union County Office (UCO)

Area of Focus:Behavioral Health

Program(s):Substance Use Prevention and Recovery (SUPR) provides those

impacted by substance misuse and their families with intervention,

recovery support, and treatment services that focus on the unique needs

of the individual and the community.; Supplies, Access, Facilitation,

and Education program (SAFE) is a harm reduction initiative operating

under the Substance Use program (SUPR) and within the broader Behavioral

Health framework. It is designed to support vulnerable individuals in

the service area by reducing the negative consequences of substance use

through trauma-informed, person-centered, and culturally responsive

outreach.;Strategic Prevention Framework Partnerships for Success

(SPF-PFS): The SPF program focuses on preventing and reducing substance

use among pregnant individuals, emerging adults, and families involved

in child-welfare by strengthening community capacity, promoting

evidence-based prevention strategies, and addressing risk factors

related to substance misuse. The program emphasizes data-driven

planning, community partnerships, substance use education, and the

development of sustainable prevention systems across the region.Building

Recovery through Integrated, Digital, and Geographic Equity (BRIDGE)

provides telehealth-based substance use prevention, treatment, harm

reduction, recovery support, and peer services to improve access for

individuals in rural communities.

Immediate Supervisor:SUPR/SAFE Program Coordinator - Melissa Brown

  • Supervises:**Peer Recovery Support Specialists (SAFE, SPF, SUPR)

Hours of Work:Full-time 40 hours per week.[Afterhours on-call rotation

Minimum Qualifications:Bachelors Degree in Human Services or a closely

related field required. Qualifies as a s Mental Health Professional

(MHP). Three (3) years of experience in prevention or community-based

Programming Preferred. Experience Coordinating Grant-funded Projects,

coalitions, or multi-sector initiatives preferred.

Skills & Knowledge:Employee must demonstrate strong knowledge of

substance use prevention and early intervention frameworks, including

SAMHSAs Strategic Prevention Framework (SPF) and the Institute of

Medicines prevention model. They should possess a solid understanding of

evidence-based screening tools such as SBIRT, CRAFFT, SURP-P, and

ACEs/BCEs, as well as strategies that enhance family resilience and

reduce stigma around substance use. The ideal candidate will have

experience coordinating multi-sector collaborations and facilitating

coalitions that engage schools, healthcare providers, child welfare

agencies, and community organizations in prevention initiatives.

Excellent Communication And Interpersonal Skills Are Required For

effective stakeholder engagement, community outreach, and written

documentation. The Program Manager should also bring a commitment to

trauma-informed, culturally responsive, and recovery-oriented practices,

along with the ability to foster teamwork, inclusion, and community

engagement.

Job Duties Include, But Are Not Limited To

Provide overall coordination and leadership for all assigned programs,

including BRIDGE, SAFE, SPF, an d SUPR, ensuring all activities align

with IDHS/SAMHSA requirements and agency goals.

Develops, maintains, and facilitates community partnerships, coalitions,

steering committees, advisory councils, and workgroups, including the

SPF-PFS Steering Committee and Southern Illinois Communities for

Substance Use Prevention (SI-CSUP) Advisory Council, to strengthen

prevention infrastructure, referral pathways, and community engagement.

Coordinates community needs assessments, surveys, focus groups, data

collection activities, and outreach planning efforts to identify

community needs, inform prevention strategies, and evaluate program

effectiveness.

Oversees in the development and implementation of the Implementation

Plan, Education Plan, Evaluation Plan, Outreach Plan, and Strategic Plan

for assigned programs, ensuring deliverables are completed on time and

in accordance with the project workplan.

Leads the integration of evidence-based screening tools (Screening,

Brief Intervention, and Referral to Treatment -SBIRT,Car, Relax, Alone,

Forget, Family, Trouble -CRAFFT,Substance Use Risk Profile Pregnancy

  • SURP-P,Adverse Childhood Experiences -ACEs,Benevolent Childhood

Experiences -BCEs) into Arrowleafs electronic health record (CareLogic)

and community partner workflows to enhance early identification and

intervention.
