About the Role
ARRO Consulting Inc. (ACI) is seeking a Senior Water/Wastewater Engineer with strong technical and project leadership experience in the planning, design, permitting, and implementation of water and wastewater infrastructure projects. The ideal candidate will bring demonstrated expertise in land application systems, including wastewater reuse, spray irrigation, drip irrigation, nutrient loading, storage and pumping systems, and associated regulatory permitting.
This position is well suited for a licensed professional engineer who can manage complex projects, lead design teams, support client relationships, and provide technical direction on municipal, utility, institutional, and industrial wastewater projects.
Key Responsibilities
The Senior Water/Wastewater Engineer will:
- Lead planning, design, permitting, and construction-phase services for water and wastewater infrastructure projects.
- Serve as technical lead or project manager for land application system projects, including wastewater effluent reuse, spray irrigation, drip irrigation, disposal fields, reclaimed water systems, and related storage and pumping facilities.
- Prepare engineering reports, basis-of-design documents, permit applications, plans, specifications, cost opinions, and technical memoranda.
- Develop or review hydraulic calculations, water balances, nutrient loading analyses, application rate calculations, inclement-weather storage requirements, soil/site evaluations, and operational plans.
- Coordinate with regulatory agencies for permitting of wastewater treatment, reuse, land application, groundwater monitoring, and discharge-related facilities.
- Evaluate treatment processes and effluent quality requirements needed to support land application, reuse, or no-discharge systems.
- Lead multidisciplinary coordination with surveyors, environmental scientists, hydrogeologists, agronomists, soil scientists, electrical engineers, and construction professionals.
- Provide QA/QC review of technical work products and mentor junior engineering staff.
- Support business development through proposal preparation, scope development, fee estimates, interviews, and client presentations.
- Maintain strong client relationships with municipalities, utilities, private developers, and industrial clients.
- Participate in construction administration, including shop drawing review, responses to RFIs, field observations, pay application review, and startup support.
Required Qualifications
- Bachelor’s degree in Civil, Environmental, Agricultural, or related Engineering field.
- Licensed Professional Engineer, or ability to obtain licensure in Pennsylvania within a defined timeframe.
- Minimum 8 years of progressive experience in water/wastewater engineering.
- Demonstrated experience with the design and permitting of land application systems for treated wastewater, reclaimed water, or industrial/process wastewater.
- Strong understanding of wastewater treatment, effluent reuse, hydraulic design, pumping systems, storage facilities, and site/civil infrastructure.
- Experience preparing regulatory permit applications and coordinating with state and local permitting agencies.
- Ability to manage project scope, schedule, budget, technical quality, and client communication.
- Strong written and verbal communication skills.
- Proficiency with common engineering design tools, calculations, technical report preparation, and construction document development.
Preferred Qualifications
- Experience with municipal wastewater treatment facilities, reclaimed water systems, spray irrigation systems, drip irrigation systems, groundwater monitoring programs, or no-discharge wastewater systems.
- Familiarity with agronomic loading, nutrient management, crop uptake, soil suitability, hydraulic loading, wet-weather storage, and operational planning for land treatment systems.
- Experience with NPDES, state wastewater reuse, land application, groundwater, residuals, or non-discharge permitting programs.
- Master’s degree in Civil, Environmental, Agricultural, or related Engineering field.
- Experience managing engineering staff and multidisciplinary project teams.
- Existing relationships with municipal, utility, industrial, or regulatory clients in [Region].
- Experience supporting proposal development and client account growth.
