The Department of Environmental Services (DES), Development Services Bureau, is seeking a Construction Management Specialist to join its team of professionals to perform construction management work for their Transportation and Development Division which includes: the inspection and enforcement of construction activities in the County public right-of-way or public easements; and the inspection of public infrastructure within the public right-of-way. The Development Services Bureau regulates and oversees various public and private sector development activities which include: review of site civil design plans, land disturbing activity permits, subdivision plats, easement plats, and public improvement bonds; inspection of public infrastructure built by developers; inspection and enforcement of erosion and sediment controls and regulating storm water management activities on construction sites; and processing special exception development projects for approval by the County Board. Responsibilities Major Job Duties: Inspecting curb, gutter, sidewalk, pavement, storm sewers, sanitary sewers, watermains and other public infrastructure built by private sector contractors and developers to ensure compliance with approved civil design plans, State and County construction standards and specifications, and County development policies; Inspecting development projects for the purpose of accepting as-built public infrastructure for County operation and maintenance, and the release of associated public improvement bonds; Inspecting all construction work performed in the public right-of-way by private sector contractors, developers and utility companies to ensure compliance with right-of-way use permits, approved plans, Maintenance of Traffic plans, Erosion and Sediment Control plans, State and County construction standards and specifications; Maintaining logs and reports using Microsoft Office, Permit Arlington (Accela Application) and/or other software programs; Issuing notices of violation or stop-work orders to contractors or builders performing illicit or unpermitted activities in the public right-of-way; Investigating reports or complaints associated with construction activities or uses in the public right-of-way and meeting with citizens, contractors, builders and property owners to mitigate and resolve conflicts or problems associated with uses and activities in the public right-of-way; Interacting and communicating with citizens, business owners, contractors, developers, utility companies, State and County staff, and responding to inquiries related to assigned projects and/or reported construction activities or issues; Participating in the departmental sign-off of Certificates of Occupancy on development projects inspected; and Performing other related responsibilities as assigned in support of organizational objectives. Ideal Candidate Description: Experienced in managing multiple projects of varying complexity simultaneously; Proven ability to build and maintain effective working relationships with developers, contractors, utility companies and other team members; Highly organized in maintaining files and records of investigative documents and projects; and Adept at problem-solving while strictly adhering to compliance regulations. Qualifications Minimum Qualifications: High school diploma/GED or equivalent; Three (3) years of construction-related experience in at least one of the following areas: Administering or inspecting construction activities related to the development of public infrastructure projects; OR Enforcing compliance with ordinances, codes, plans, or specifications. Desirable Qualifications: Preference may be given to applicants with a degree in Engineering, Architecture, Construction Management or related field, as well as experience in one or more of the following: Inspecting public infrastructure construction projects for state and local government; Designing, constructing, or inspecting water mains, storm and sanitary sewer systems; Communicating or explaining construction-related issues or technical information to the public; Reading, understanding, and interpreting site design plans, grading plans, street and utility plans, building permit plans, erosion and sediment control plans; and/or Surveying experience in establishing elevations, grades, slopes and reading cut sheets. Desirable Certifications: Commonwealth of Virginia Erosion and Sediment Control Inspector Certification; and/or Commonwealth of Virginia Stormwater Management Inspector Certification. Special Requirements Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information. Driver's License: Applicant must possess, or obtain by time of appointment, a valid driver’s license, and must provide or authorize Arlington County to obtain a copy of official driving record. Any offer of employment may be contingent upon favorable review of the applicant’s driving record. Alternatively, the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. Occasional work hours outside of normal schedule may be required. Flexible work schedule opportunities available upon supervisor approval. Employees registered as a Professional Engineer will be eligible for a pay premium of $2,600 annually.
