The selected candidate will analyze business needs, existing and future business processes, data requirements, and technical solutions. The Business Analyst will work closely with business stakeholders, IT teams, vendors, and government agencies to gather, document, validate, and manage business requirements and recommend process improvements.
Key Responsibilities
- Serve as a liaison between business stakeholders and IT teams to develop solutions that meet business needs.
- Analyze existing business operations, processes, and workflows to identify gaps and opportunities for automation and improvement.
- Gather, elicit, analyze, document, and validate business requirements and business rules.
- Translate high-level business requirements into detailed functional specifications and use cases.
- Document as-is and to-be business processes and recommend process redesigns and improvements.
- Analyze and document data requirements, data relationships, and business models.
- Manage requirements throughout the project lifecycle, including change control, version control, traceability, status reporting, and documentation.
- Facilitate meetings and interviews with business users and stakeholders to gather requirements and clarify business needs.
- Research applicable laws, regulations, policies, business rules, and government requirements.
- Maintain business requirements, business rules, and process models in an established repository.
- Provide requirements interpretation and guidance to development, technical, and testing teams.
- Identify project risks, issues, dependencies, and action items and recommend appropriate solutions.
- Coordinate with vendors, state and federal government agencies, healthcare providers, beneficiaries, and other stakeholders.
- Support business process modeling, requirements management, and buy-versus-build analysis as needed.
- Communicate effectively with executive management, business teams, project managers, and technical teams.
Required Skills and Qualifications
- Minimum 5 years of experience in government IT projects as a Business Analyst or in a related role.
- Minimum 5 years of experience eliciting, analyzing, mining, and documenting business rules and business processes.
- Minimum 3 years of Medicaid experience.
Preferred Qualifications
- Experience with Medicaid or other healthcare insurance programs, including project or operational experience.
- Experience with Medicaid Management Information Systems (MMIS).
- Experience using Microsoft Office, Microsoft Project, and project documentation tools to develop requirements and use cases.
- Ability to gather business requirements through stakeholder interviews and analysis of laws, regulations, policies, and other documentation.
- Knowledge of formal business process documentation and requirements management methodologies.
- Familiarity with business modeling techniques and graphical process flow tools.
- Strong analytical, problem-solving, documentation, and communication skills.
- Ability to communicate effectively with executive leadership, business stakeholders, project managers, and technical teams.
