PURPOSE: Updates, maintains, and troubleshoots issues associated with the EMS/SCADA system. Analyzes power system network topology and other relevant data along with modeling transmission and sub-transmission power system network. Supports detailed model changes to maintain an accurate network model, validates the database and tests the model base case power flow and provides power system applications support to operations and maintenance personnel. Analyzes data issues associated with power system data and creates operational reports as needed.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Bachelor of Science degree in Electrical Engineering (Power Option preferable) from an accredited college or university or equivalent work experience.
  • Engineering-In-Training Certificate desirable
  • Familiar with Linux based Energy Management Systems as well as demonstrated working knowledge of substation topologies, remote terminal units, and associated DNP3 protocols.
  • Familiar with creating, maintaining and developing strategies for Energy Management System and associated historians
  • Familiar with maintenance of network model, and advanced applications such as contingency analysis and load flow analysis.
  • Familiarity with State Estimation models and techniques as well as the modeling of Power Systems.
  • 1 years of experience in:
    • Implementation of EMS related systems
    • Full graphics design and display building
    • Remote Terminal Units and Programmable Logic Controllers
  • Strong communications and presentation skills desired.
  • Sound technical aptitude in problem solving.

ESSENTIAL AND MARGINAL FUNCTIONS:

  • Assist with planning, developing and implementing the EMS System, ensuring that all systems are properly integrated.
  • Maintain and expand the Network Application (NA) model potentially used by: Model Update, Thermal Tracking, Flow-gate Distribution Factor Calculation, State Estimator, Security Analysis, Study Power Flow and Transfer Limit Calculations.
  • Provide power system application support to operations and maintenance personnel
  • Develop and maintain system reliability reports.
  • Familiarity with regulatory requirements (FERC, NERC, and WECC)
  • General user support.

PRINCIPAL CHALLENGES:

  • Monitor and analyze EMS system to eliminate failures.
  • Provide accurate power systems analysis to operations and maintenance personnel.
  • Identify and resolve situations expeditiously while keeping down times to a minimum.
  • Analyze the needs of the Supervisory Control and Data Acquisition (SCADA) process from the substations and determine the impact on the EMS System.
  • Creating professional, positive work relationships with Southwest Transmission personnel, Member Cooperatives and external vendors and resources to ensure the effective operation of the system
  • Maintain system integrity and reliability.
