The Arizona Department of Public Safety is seeking an experienced and knowledgeable Analytical Services Manager.  The successful candidate will manage, plan, organize, and supervise the activities of an Analytical Services section or District.  Exercise independent judgment and initiative in managing the workflow of an analytical services section or district. May be assigned to administrative duties related to analytical operations. Perform related duties as assigned.  This is a competitive classification.  Apply quickly; recruitment may close without notice.

  1. Manages a section or district comprised of professional staff, which may include employees in the intelligence research specialist, criminal intelligence analyst, criminal analyst supervisor, or administrative classifications. Establishes performance measures, goals, objectives, and priorities. Evaluates work performance. Coordinates training of staff. Interviews prospective employees.
  2. Monitors the development, maintenance, retention, and security of Information and Intelligence databases and files to ensure confidentiality, accuracy, proper dissemination, and compliance with federal, state/ local laws, and department policies.
  3. Manages intelligence retention schedules and mandatory purges of dated information. Coordinates information purge requirements with document authors/owners.
  4. Reviews and/or approves various intelligence and administrative documents to disseminate information and to ensure the required information is accurate and in compliance with established standards.
  5. Reviews and analyzes files, documents, and work product to ensure completeness, accuracy, and compliance with DPS policy and federal, state, and local laws.
  6. Remains current on job-specific procedures and law enforcement investigation and intelligence issues by reviewing analytical intelligence and law enforcement publications and bulletins and by attending meetings and training courses.
  7. Directs the research, design, development, testing, and maintenance of operational databases, analytical software, hardware and peripheral equipment to enhance the quality of work products, improve productivity, and ensure equipment is functioning properly.
  8. Prepares detailed management reports that recap the intelligence collection, analysis, and reporting functions along with the performance of an Analytical services section or District and the agency.
  9. Oversees the editing and publishing of Bulletins/Publications.
  10. Determines equipment and software needs for an analysis services section or district.  
  11. Assists with budget planning to provide for future needs of analytical operations.
Knowledge of:

  1. federal, state, county, and/or city statutes, rules, regulations, ordinances, codes, administrative orders, case law, policies, and procedures.
  2. principles and practices of effective supervision and management.
  3. research and analytical practices employed in the acquisition and dissemination of criminal intelligence information.
  4. the principles and techniques of publishing.
  5. law enforcement and intelligence terminology.
  6. report writing techniques required to produce intelligence reports in an appropriate format, link charts, association matrices, intelligence bulletins, other specialized forensics reports and graphic presentations.
  7. federal, state, local, and national information resources that aid in an investigation or analytical report.
  8. principles and techniques of inductive and deductive reasoning.
  9. rules of evidence, material requirements and presentation of testimony and exhibits.
  10. current conditions or trends (e.g., criminal, military, economic, cultural, geographical, social, etc.) in relation to targeted subjects/groups nationally and internationally.
  11. criminal and business law.
  12. mathematical and statistical analysis techniques.
  13. basic budgetary concepts.

Skill in:

  1. promoting a strategic view for the use and management of intelligence products.
  2. preparing effective and informative management reports.
  3. researching, reading, and interpreting technical/analytical data.
  4. comprehending technical and non-technical materials.
  5. prioritizing and assigning tasks to meet deadlines.
  6. preparing and presenting recommendations to upper management.
  7. communicating orally and in writing with all levels.
  8. establishing and maintaining effective working relationships with representatives from other agencies, including those contacted in the course of conducting business.
  9. identifying problems, analyzing alternatives, and making viable recommendations.
  10. researching, gathering, organizing and analyzing data and drawing logical conclusions.
  11. reviewing, proofreading, editing, and verifying written materials for accuracy and adherence to policies and procedures.
  12. interviewing techniques.

Ability to:

  1. work with minimal supervision.
  2. exercise sound judgment in safeguarding/ disseminating confidential or sensitive information.
  3. establish and maintain positive working relationships with those contacted in the course of the assignment.
  4. read, comprehend, and interpret complex information.
  5. plan, organize, coordinate, and prioritize multiple tasks and projects.
  6. perform detailed work with a high degree of accuracy.

Requires a minimum of seven (7) years of experience in the Intelligence field from a law enforcement agency or the U.S. military, of which at least 3 years must have been in a supervisory or management position.

ADDITIONAL REQUIREMENTS:
Must have and maintain a valid State of Arizona driver license.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed in an office setting.
May be required to travel.
May be required to carry up to 20 pounds.
