Job Summary:
This position serves to maximize the impact of federal investments and support the agency's efforts to administer the Child Nutrition Programs with integrity. The Director of Child Nutrition Data and Technology Systems provides strategic leadership and oversight for the Health and Nutrition Services (HNS) Division's data systems, technology initiatives, and data governance activities.
As the division's primary liaison with Information Technology and other agency partners, the Director coordinates system enhancements, technology solutions, and enterprise data initiatives. They oversee performance of technology systems while advancing technology solutions that improve efficiency, customer service, and the effective administration of Child Nutrition Programs.
The Director ensures effective utilization, integrity, accessibility, and reporting of program and fiscal data to support federal, state, and agency requirements. This role oversees data management processes, analytics, reporting, data-sharing activities, and customer-focused data services to ensure accurate reporting, informed decision-making, and efficient program operations.
Occasional in-state and out-of-state travel is/may be required for this position.
Job Duties:
Oversees the administration and maintenance of Child Nutrition Programs technology platforms, including CNPWeb, Direct Certification and Verification, SUN Bucks, CNP myFOODs and related systems, to support efficient business processes, entity management, program operations, regulatory compliance, and data integrity
Serves as the Health and Nutrition Services (HNS) Division's primary liaison to Information Technology and other agency partners for technology systems
Leads complex, cross-functional technology and data projects for the enhancement, and optimization of technology platforms and enterprise data efforts involving multiple agency divisions, external vendors, federal partners, and program stakeholders
Provides recommendations and business requirements to improve the functionality, usability, integration, and reporting capabilities of shared agency systems
Represents HNS on agency-wide committees, workgroups, and governance bodies
Collaborates with division leadership and program directors by providing data for program planning, implementation, compliance activities, and strategic decision-making.
Identifies and mitigates compliance risks associated with federal grants and program operations. Ensures effective utilization of technology and data systems to support program administration. Contributes to the agency data catalog and supports agency-wide data governance initiatives.
Directs activities that ensure the effective utilization, integrity, accessibility, and governance of Child Nutrition Programs data systems
Maintains oversight of programmatic and fiscal data used for federal and state reporting, ensuring the accuracy, completeness, validity, and timely submission of required reports and data collections
Oversees processes related to data collection, access, analysis, federal reporting, and customer service
Directs data-sharing activities and responses to internal and external data requests
Oversees the development and review of data-sharing agreements and ensures compliance with applicable federal, state, and agency requirements governing data use and disclosure
Supervises staff responsible for data analysis and monitoring, system administration, maintenance, enhancement activities/business requirements, process analysis, and system testing
Leads assigned staff by managing workloads, performance, professional development, project priorities, resources, timelines, and deliverables while ensuring compliance with grant requirements and agency policies
Knowledge, Skills & Abilities (KSAs):
Knowledge in:
Grant administration requirements, timelines, deliverables, budgeting and compliance standards
Enterprise data systems, database management, data governance, system integration, and technology lifecycle management
Child Nutrition Program administration, including program operations, fiscal accountability, federal compliance, and reporting requirements
Business process analysis, process improvement, technology implementation, and organizational change management
Information technology infrastructure, application management, and system interoperability
Data governance principles, data quality management, data stewardship, and data-sharing practices.
A bachelor's degree or equivalent experience to substitute for the degree is required
