Job Title: Regulatory Compliance Manager

Position Summary:
The Regulatory Compliance Manager will primarily be responsible for leading internal audits, and the tracking, monitoring, and follow up of all external audits. The Regulatory Compliance Manager is also responsible for supporting with internal and external investigations related to compliance, client internal and reportable incidents, and grievances across Argus Community, Inc. This role is central to maintaining a culture of accountability, safety, and continuous quality improvement. Reporting to the Vice President of Compliance, the Regulatory Compliance Manager supports regulatory readiness, oversees internal monitoring efforts, and works collaboratively with Human Resources, The Quality Assurance Director and Program Leadership to ensure adherence to all applicable regulatory and organizational standards.
Incident Investigation & Oversight :
• Support with communications and follow up for all Justice Center and internal investigations related to reportable incidents and grievances.
• Serve as liaison for external investigation bodies (e.g., OMIG, Justice Center, OASAS, OMH, etc).
• Conduct thorough Root Cause Analyses (RCA) and ensure timely development and implementation of Corrective Action Plans (CAPs).
• Support with follow-up on open CAPs and investigation outcomes with relevant departments.
• Serve as an active member of the Incident Review Committee.
• Ensure timely, accurate reporting in accordance with agency policies and regulatory requirements.
Compliance Monitoring & Reporting:
• Oversee internal auditing systems and dashboards to track compliance trends and audit metrics.
• Manage internal monitoring efforts including periodic Electronic Health Record chart reviews and trend analyses.
• Support audit preparation by compiling required documentation and collaborating with internal and external stakeholders.
• Analyze compliance data and prepare reports for leadership, regulatory bodies, and audits.
• Periodic site visits of all agency program locations to conduct observations, focused announced/unannounced visits, and site safety walkthroughs.
Training, Documentation & Records Oversight:
• Track agency-wide staff compliance with mandatory trainings and support HR in ensuring timely completion.
• Collaborate with HR and Program Leadership to develop new training initiatives based on trending risk areas.
• Support development and enforcement of compliance-related policies, procedures, and protocols.
• Oversee the secure maintenance, retrieval, and delivery of medical records in alignment with HIPAA and organizational policies.
• Lead follow up of external and clients records access requests.
• Ensure that internal documentation related to investigations, grievances, and audits is complete and accessible
Collaboration & Risk Management:
• Partner with HR and Program Leadership to promote adherence to policy, reinforce accountability, and support a proactive incident response culture.
• Contribute to agency risk management strategies through early detection of compliance issues and preventative interventions.
• Provide input on the development of quality improvement initiatives and operational compliance tools (e.g., dashboards, reporting systems).
• Identify potential risks and emerging trends in audit management and work proactively to mitigate risks before they become significant issues. Coordinate with relevant departments to reduce risk exposure and ensure the safety of clients and staff.
• Trend and present risk reports on a quarterly basis to the VP of Compliance, and relevant stakeholders, detailing audit trends, RCA outcomes, corrective actions, and improvements.
• Present risk reports at the Corporate Compliance Committee meetings on a quarterly basis.
Qualifications/Criteria:
The Regulatory Compliance Manager will have skills and experience sufficient to identify potential issues within a variety of compliance areas (Finance, Utilization, Program Planning, Licensing, Funding, Incident Management, Agency Policy etc.). The Regulatory Compliance Manager will be able to remain objective and function independently from other agency departments. The Regulatory Compliance Manager will be detail oriented and have experience with Justice Center, OASAS, and OMH reporting procedures and regulatory requirements.
Education:
• Bachelors Degree
• Minimum 3 years of relevant professional experience required
Schedule:
• 8 hour shift • Monday to Friday
• Weekends as needed
Employment is contingent upon the successful completion of a background check and/or fingerprinting (department-dependent), which will be conducted following a conditional offer of employment in adherence to NYC Fair Chance Act guidelines.
Salary : $80,000
