Location: Travel required across 15 NYC locations 

 

 

 

Position Summary:

The Director of Facilities supports the VP of Facilities in overseeing all aspects of Facilities Project Management, including repairs, construction, emergency response, and renovations. Acting as the VP of Facilities right hand, the Director of Facilities focuses on construction, repair, renovation of Argus Community 16 sites, and manages new construction, fit-outs, and site decommissioning. This role also oversees equipment and system projects (e.g., MEP) in leased and occupied spaces.

 

This position will manage a diverse team of approximately 50 employees; including maintenance technicians, housekeepers, drivers, handymen, and serve as the primary liaison between Argus leadership, program directors, contractors, and regulatory agencies.

KEY RESPONSIBILITIES

Facilities Operations & Maintenance

  • Oversee all maintenance and custodial operations across Argus properties, ensuring safe, clean, and well-functioning environments for staff and clients.
  • Implement and monitor preventive maintenance programs, ensuring optimal operation of HVAC, boiler, and mechanical systems.
  • Monitor and manage the work order system to ensure timely and effective completion of maintenance requests.
  • Supervise the maintenance team and ensure proper training, scheduling, and performance management.
  • Maintain equipment and supply inventories, ensuring cost-effective procurement and vendor management.
  • Ensure compliance with fire safety, OSHA, and building code regulations; coordinate required inspections and certifications (e.g., FDNY, DOB, HPD, OASAS, OMH, ECB).
  • Collaborate with the Security team to ensure facility safety and risk management measures are implemented and maintained.
  • Conduct regular site visits to all Argus locations to assess facility conditions, safety, and compliance.
  • Work with local site staff to better understand site and client needs and develop strategies to enhance and improve site operations through facilities systems, staffing, construction, installations, and repair.
  • Conduct regular reviews of system with on-site facilities contacts.  Help develop the skill level of on-site facilities staff and optimize their operations processes and procedures.
  • Coordinate with senior facilities team to make sure all compliance, repair, and custodial operations are aligned.
  • Help maintain facilities management database.
  • Review vendor contracts; help create RFPs for service agreements.
  • Perform other duties as assigned.

Project Management & Construction

  • Serve as project manager for all capital and infrastructure projects including building upgrades, and other funded initiatives.
  • Develop project scopes of work, budgets, and timelines in alignment with organizational goals.
  • Solicit and evaluate contractor bids; negotiate contracts and manage vendor performance.
  • Coordinate construction activities to minimize disruption to program operations.
  • Oversee all phases of project delivery: planning, permitting, implementation, and closeout.
  • Prepare progress reports and communicate project updates to senior leadership and regulatory agencies.
  • Develop and circulate detailed project schedules and dashboards, keep site and program staff current on project milestones and any schedule changes. Proactively reach out to all parties to anticipate delays or budget changes.
  • Develop project budgets with Facilities and Budget staff. Review and submit invoices in accordance with the agreed-upon budget.
  • Review of construction plans, scope documents, and the bidding process for construction and restoration projects. Issue contracts to successful bidders, oversee submittals, manage budgets, verify and validate claims, and authorize payments.
  • Value engineer's project bids and scope to stay within the project budget.

Leadership & Strategic Planning

  • Provide strong, hands-on leadership to a medium to large facilities and maintenance workforce.
  • Mentor and develop supervisory staff to build a culture of accountability, safety, and service excellence.
  • Partner with the SVP of Facilities and COO to align department goals with Argus’ mission and operational priorities.
  • Contribute to long-term facilities planning, including sustainability, accessibility, and modernization initiatives.

Administrative & Regulatory Compliance

  • Maintain accurate records of maintenance, inspections, permits, and safety documentation.
  • Respond to after-hours facility emergencies and ensure 24/7 operational readiness.
  • Maintain departmental budgets, ensuring fiscal responsibility and compliance with funding requirements.
  • Collaborate with program directors and auditors to address findings or citations from regulatory agencies.

QUALIFICATIONS

Education & Experience

  • High school diploma or equivalency
  • Minimum of seven years of experience reading and reviewing construction documents, specification, and architectural plans.
  • Minimum of ten years of facilities management experience.
  • Minimum of ten years of construction management experience.
  • Minimum of five years of vendor management experience.
  • Proven success managing large teams (40 employees) and multiple projects simultaneously.
  • Demonstrated experience with capital project management from design through completion.
  • Knowledge of NYC building codes, DOB regulations, and public agency compliance requirements.
  • OSHA, Fire Guard, or other trade-related certifications strongly preferred.

Skills & Competencies

  • Strong leadership and team development skills with a collaborative management style.
  • Exceptional organizational and project management abilities.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office, Work order systems, and project scheduling tools.
  • Valid New York State Driver’s License required.

PHYSICAL & OTHER REQUIREMENTS

  • Ability to stand, bend, squat, and lift up to 50 pounds.
  • Ability to respond to emergencies during off-hours as needed.


Employment is contingent upon the successful completion of a background check and/or fingerprinting (department-dependent), which will be conducted following a conditional offer of employment in adherence to NYC Fair Chance Act guidelines.

Salary : $120,000 - $125,000
