Job Title: Clinical Supervisor - Outpatient Services

Job Summary:

Under the direction of the Program Director, the Clinical Supervisor is responsible for overseeing clinical operations and service delivery for an OASAS Part 822 outpatient treatment program. The Clinical Supervisor is responsible for the administration of all aspects of the program, including the implementation of policies and procedures in accordance with OASAS, DEA, and JCAHO standards. The Clinical Supervisor provides leadership and oversight for the site, including supervising licensed and credentialed clinicians and other staff who provide client services. The Clinical Supervisor ensures high standards of care by implementing evidence-based practices to support clients. The Clinical Supervisor conducts regular case reviews, provides mentorship, facilitates staff training, and supports professional development. Additionally, the Clinical Supervisor plays a key role in program development and evaluation to enhance service delivery and client outcomes, while collaborating with leadership to meet strategic goals. The Clinical Supervisor assists the Program Director in managing the site's overall day-to-day operations and ensuring that Argus program objectives are clearly stated and that program goals are achieved.

Primary Duties & Responsibilities include, but are not limited to:

  • Assist with oversight of the day-to-day clinical operation of the clinic, including intake assessment, service planning, clinical interventions, and discharge planning.
  • Ensure compliance with Central Registry management, reporting and patient documentation.
  • Oversee emergency and non-emergency terminations and compliance with hearing procedures according to OTP Involuntary Termination/ Administrative discharge policy.
  • Ensure MAT staff and care coordination staff are trained in telemedicine.
  • Model and coach staff in person-centered, recovery-oriented, trauma-informed, and culturally competent care in accordance with OASAS regulations and agency mission.
  • Schedule, provide, and document direct individual & group clinical supervision to clinic staff. Frequency of supervision is determined based on best practices and clinical competencies and needs of staff members.
  • Ensure provision of evidence-based practices in individual and group therapies.
  • Provide relevant trainings to staff (e.g., integrated treatment, motivational interviewing, collaborative documentation, etc.) and ensure compliance with Argus’ mandatory training requirements.
  • Train new staff on the use of the electronic health record as it relates to standardized clinical workflows and billing.
  • Train and supervise staff on effective clinical documentation.
  • Review and co-sign documentation as a supervising QHP.
  • Assist clinical staff in creation and implementation of professional development plans.
  • Ensure timely and accurate reporting to forensic and other referral sources.
  • Conduct Quality Assurance documented chart review and audits, ensuring accurate, complete, and timely records that comply with regulatory standards and agency internal policy and procedure.
  • Ensure that Intake Assessments include treatment planning goals, objectives, and therapies, and that Progress Notes document the progress and evolution of those objectives.
  • Assist Program Director to interview, hire, train, appraise, evaluate, and discipline/terminate subordinate staff.
  • Provide direct services and crisis management to a limited caseload, as determined by program needs.
  • Facilitate 2 evidence-based group counseling curricula weekly, coordinating co-facilitation by other clinical staff to assist in observing and developing their group counseling skills.
  • Assist with Intake, Psychosocial, and Mental Health screening and assessments, as needed.
  • Maintain relationships with referral sources and recovery supports.
  • Provide coverage for other staff in case of absence or leave, including client re-assignments to temporary or permanent counselors, supported with clinical justifications.
  • Build relationships with outside entities to increase referrals.
  • Ensure that all program staff uphold the Justice Center’s Code of Conduct and agency Code of Ethics and comply with all federal, state and local laws/regulations, including 42 CFR confidentiality and HIPAA privacy and security regulations.
  • Ensure completion of monthly Quality Assurance, Utilization Review, and OASAS CDS reporting.
  • Co-facilitate weekly interdisciplinary team meetings/case conferences/QI.
  • Perform other duties as assigned.

Qualifications/Criteria/Education:

  • LCSW/LMSW/LMHC, required, with a minimum of 2 years supervisory and administrative experience
  • CASAC Master or Advanced Counselor, preferred
  • Adept working in an electronic heath record (EHR)
  • Completion of the 30-hour Clinical Supervision Foundations training
  • Proven experience in management in SUD recovery or related field
  • Strong leadership and organizational skills
  • Compassion and dedication to supporting individuals on their recovery journey
  • Effective communication and collaboration abilities.

Employment is contingent upon the successful completion of a background check and/or fingerprinting (department-dependent), which will be conducted following a conditional offer of employment in adherence to NYC Fair Chance Act guidelines.

Salary : $70,000 - $75,000
