GENERAL PURPOSE
Area D Disaster Management is a Joint Powers Authority formed between twenty-three cities in the East San Gabriel/Pomona Valley of Los Angeles County. This is an administrative/management level position reporting to an appointed Executive Board. This position is responsible for performing administrative work related to guiding all Area D Cities and partners as they continue the process of disaster planning, preparation, response, and recovery.

JOB SUMMARY

This is an exempt position that is required to be on-call on a 24-hour basis to respond to cities Emergency Operation Centers of Area D as well as the Los Angeles County Emergency Operations Center or other designated locations to perform emergency functions during emergencies and disasters.

This position will require a flex of working hours to include weekends and holidays as needed and a willingness to work outside normal business hours, and in an environment outside an office.

All Area D employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The essential duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position.

  • Maintain and submit the Emergency Management Protection Grant (EMPG) annually. May perform other emergency services grant application and administration services as opportunities arise.
  • Responsible for all budgeting, to include the invoicing of member Cities, recovery through Grant processes, utilization of resources, and accounting to the Executive Board.
  • Responsible for all administrative functions of running an office supporting the Joint Powers Authority (JPA) of the Area D Cities.
  • Maintain records pertinent to the administration of the Area D Office.
  • Prepare reports to the Area D Executive Board, and entities requiring information on the performance of grants, and/or the performance of the Area D Joint Powers Authority
  • In collaboration with member agency representatives the incumbent will prepare an annual work program to confirm the tasks, programs, and services to be provided/accomplished each year. The recommended work program will be presented to the Executive Board for ratification/approval. An annual evaluation of the work program will be conducted with member agency representatives – with an annual report on the work program progress provided to the Executive Board.
  • Review, update or create template plans such as: Emergency Plans, Evacuation Plans, Standard Operating Procedures, Safety and Emergency Procedures, Local Hazard Mitigation Plans or other Disaster Program documents.
  • Analyze and make recommendations for complex problems related to the development and delivery of emergency management programs and services to the city governments and residents of Area D.
  • Interpret, communicate and may implement disaster-related policies and regulations to assist Area D Cities’ compliance with federal, state and local laws.
  • During emergencies, serve as the Area D liaison to the County Emergency Operations Center (CEOC).
  • As available, may serve as the Area D liaison to any activated Area D City Emergency Operations Center (EOC), Department Operations Center (DOC), or Incident Command Post (ICP).
  • Maintain lines of communication with, and between, the Area D Cities, the Operational Area, the Region, the State, and the Federal Government.
  • Represent Area D during the planning, scheduling, and participation in all County-wide Drills and Exercises.
  • Develop, provide or promote preparedness training for the Area D Cities, the Institutions within those cities, and/or the public served by those Cities.
  • Participate as the Area D Cities Representative to the Disaster Management Area Coordinators’ working group.
  • Support Area D’s auxiliary groups, including Area D Community Emergency Response Team (CERT), and Area D Law Enforcement Platoon.
  • Participate in Regional and State Disaster Status systems such as the Los Angeles County Operational Area Web EOC.
  • Participate in Regional and State Terrorism Reporting groups such as the Los Angeles Joint Regional Intelligence Center (JRIC).
  • Support redundant communications systems such as Amateur Radio Operators working with Area D Cities and/or the Los Angeles Countywide Integrated Radio System (CWIRS).
  • Perform related duties and responsibilities as necessary or assigned.

QUALIFICATIONS

EXPERIENCE AND TRAINING GUIDELINES: Minimum requirements as a condition of hire:

Experience:

  • A minimum of five (5) years of progressively responsible experience in an emergency management position, either full or part time, with experience in government, business, or non-profit organization.

Education/Training:

  • A Bachelor’s Degree from an accredited college or university with major course work in emergency management, public service and public policy, or a related field. A Master’s degree is desirable.
  • Emergency Management Certification is desirable.
  • California Emergency Manager (CA-EM) is desirable.
  • California Professional Emergency Manager (CA-PEM) is desirable.

Ability to:

  • Prepare effective and well-thought-out staff reports on matters for consideration and decision.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Speak in public before large and small groups.
  • Analyze and interpret data/reports.
  • Use computer software programs and applications, including Microsoft Word, Microsoft PowerPoint, and Microsoft Excel.
  • Interpret and apply Federal, State and local policies, laws and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain mental capacity which allows for effective interaction and communication with others.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
  • Maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, writing and operating assigned equipment.

Knowledge of:

  • The California Standardized Emergency Management System (SEMS), the National Incident Management System (NIMS), the Incident Command System (ICS), the California Emergency Services Act, the Natural Disaster Assistance Act, the Robert T. Stafford Act and the California State Master Mutual Aid Plan.
  • Codes and regulations impacting planning, preparedness, response, and recovery.
  • Modern and complex principles and practices of emergency response procedures and disaster planning.
  • Principles of training and ability to effectively train others.
  • good customer service practices.
  • Principles and practices of grant writing and administration.
  • Principles and practices of public speaking and presentation.
  • Public relations principles and techniques.

PHYSICAL AND MENTAL DEMANDS

Physical Demands:

Must possess mobility to work in a standard office setting including use of standard office equipment, including a computer; to operate a motor vehicle; to visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Must be able to sit for prolonged periods of time. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

Mental Demands:

While performing the duties of this class, an employee uses written and oral communication skills; reads and interprets data, information, and documents; analyzes and solves problems; uses math, and mathematical reasoning; observes and interprets people, and situations; learns and applies new information and skills; performs highly detailed work; deals with changing deadlines, constant interruptions, and multiple concurrent tasks; and interacts with others encountered in the course of work.

WORKING CONDITIONS:

The work environment characteristics and physical/mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this class. Environmental Conditions:

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. There will be times when duties are performed in an emergency response setting and location. Exposure to outdoor environmental elements on a limited basis. Employees may interact with staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

The Disaster Management Coordinator may perform duties in a field command post environment which would include the typical noise and environment associated with emergency vehicles and equipment. Emergency or disaster field settings typically involve contact with a variety of extremes and physical challenges. The noise level in the work environment is usually quiet, except during certain firefighting, rescue, hazardous materials, or other emergency activities when noise levels may be loud.

SALARY

Starting salary for this position may be at any of the nine steps in the salary range below, depending on the appointee’s qualifications. FLSA status is Exempt.

EMPLOYMENT PROVISIONS

  • Probation period of one (1) year with a performance review at six (6) months. Employee will be eligible for a step increase at that time.
  • There will be an annual performance review to coincide with the employee’s hiring date or at the Executive Board discretion.

FRINGE BENEFITS

Vacation

Vacation time begins accruing upon the first day of employment; however, employee may not maintain an accrued balance of more than 240 hours at any given time. Once employee’s vacation balance reaches this 240-hour cap, all further vacation accruals will cease.

Vacation accruals will resume only after the employee uses vacation time and their total balance drops below the maximum limit.

Unused Vacation will be paid 100% at separation.

Sick Leave

  • Accrued at 96 hours per year with a maximum accrual of 960 hours
  • No payment of unused sick leave upon regular separation from Area D
  • 50% payment of accrued sick leave upon retirement from Area D provided the retiring employee is age 55 or older.

HOLIDAYS

The employee will receive 12 paid holidays per year. The following holiday schedule will be followed for paid closures of the Area D Office:

  • January 1- New Year's Day
  • Third Monday in January- Martin Luther King's Birthday
  • The last Monday in May- Memorial Day
  • July 4- Independence Day
  • The first Monday in September- Labor Day
  • November 11- Veteran's Day
  • Thursday in November appointed as Thanksgiving- Thanksgiving Day
  • Friday after Thanksgiving- Day after Thanksgiving
  • December 24- Christmas Eve
  • December 25- Christmas Day
  • December 26- The day after Christmas Day
  • December 31- New Year's Eve

If a holiday occurs on a Friday off (9/80 schedule) the employee will receive 8 hours of holiday pay.

WORK WEEK OPTIONS

Employee can negotiate their work schedule with the Executive Board with available options of:

  • 4 days/10 hours
  • 9 days/80 hours
  • 5 days/40 hours

HEALTH INSURANCE

  • For an employee who has a spouse/partner who has insurance coverage, there is a $250/month allowance.
  • If the employee is not covered by spouse/partner insurance, Area D will make direct payments to the insurance provider in an amount not to exceed $13,920/year.

MILEAGE REIMBURSEMENT

  • Mileage will be at the current IRS rate (to be revised as the IRS rate changes) with the employee providing a mileage log at the end of each month.
  • Mileage to and from office is not reimbursable. Employee will provide the mileage to and from their home to the office for payment calculations.
  • The employee will need to maintain suitable insurance coverage levels at all times.

RETIREMENT

Area D will make a contribution directly into a retirement savings account on behalf of the employee equal to 14% of the employee’s base salary.

Pay: $9,516.00 - $11,594.00 per month
