What are the responsibilities and job description for the Program Analyst position at Ardent Eagle Solutions?
To provide experienced contract staff through an IDIQ labor hour contract to support the Enforcement & Compliance (E&C) team in managing a record-high volume of AD/CVD cases, easing workload demands and creating a potential pipeline for future full-time analysts.
Position Overview
This position provides consultative, analytical, and support services throughout all phases of program and system development. The contractor will help ensure that business and technical requirements are accurately captured, tested, and implemented, while proactively identifying risks, resource constraints, and opportunities for improvement.
Background
The Enforcement and Compliance (E&C) unit within the International Trade Administration (ITA) at the Department of Commerce plays a critical role in promoting fair trade and supporting U.S. commercial competitiveness. E&C enforces U.S. Trade Remedy Laws to counteract the harmful effects of unfair foreign trade practices. Through antidumping (AD) and countervailing duty (CVD) cases, E&C helps ensure U.S. firms and workers can compete on a level playing field both domestically and globally.
Responsibilities
Bachelor’s degree in Business, Information Systems, Computer Science, or a related field (or equivalent experience).
Certification(s)
Certifications are not required; however, candidates holding the following credentials will receive special consideration:
While this position is 100% remote, candidates must reside in the Washington, D.C., Maryland, or Northern Virginia (DMV) area and be available to report onsite at the Department of Commerce when given appropriate notice.
Special consideration may be granted on a case-by-case basis to candidates who are uniquely and highly qualified but reside outside the DMV area.
Please note: Free or subsidized parking is not available to contractors under any circumstances. Candidates are responsible for their own transportation and any associated costs when reporting onsite.
Work Hours
Work under this task order will be conducted Monday through Friday during normal business hours, excluding Federal holidays and periods when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed closures.
Overtime is not anticipated but may be required based on the needs of the Enforcement & Compliance (E&C) unit. All overtime must be pre-approved in writing by the Contracting Officer and will only be authorized for specific situations where statutory deadlines cannot be met through regular work hours.

Responsibilities
- Provide analytical and consultative support across the full project lifecycle—from business requirements through design, testing, and implementation.
- Participate in analysis sessions to define and refine program and system requirements.
- Analyze budgets, schedules, and other program resources; identify shortfalls and recommend corrective actions.
- Review business, system, and software integration requirements to ensure alignment with program goals.
- Evaluate alternative solutions and develop recommendations that support project success.
- Identify, communicate, and help resolve project risks and issues proactively.
- Research and analyze project and technical documentation to inform decisions and validate requirements.
- Monitor system testing activities, review test results, and identify discrepancies or project issues.
- Collaborate with stakeholders across functional and technical teams to ensure requirements are met and outcomes achieved.
- Minimum of 4 years of experience in program analysis, business analysis, or a related field.
- Demonstrated experience supporting the full software development lifecycle (SDLC), including requirements analysis, system testing, and implementation.
- Strong analytical skills with the ability to evaluate and interpret budgetary and scheduling data.
- Familiarity with system integration and software testing concepts.
- Ability to assess risk, resolve issues, and make data-driven recommendations.
- Excellent verbal and written communication skills with the ability to collaborate across multiple stakeholder groups.
- Self-starter with a strong sense of ownership, attention to detail, and accountability.
