We are seeking a Business Analysis and Facilitation SME to support the USCIS. This position will be responsible for analyzing business processes, identifying areas for improvement, and facilitating discussions to develop solutions that align with organizational goals. This role involves gathering and documenting requirements, collaborating with stakeholders, and ensuring the successful implementation of projects. The individual will act as a liaison between business units and technical teams, ensuring clear communication and alignment throughout the project lifecycle.
Position Location: Hybrid Camp Springs, MD / Remote per USCIS telework policy. Key Personnel designation requires consistent on-site availability.
Key Responsibilities/Requirements:
- Business Analysis & Requirements Gather, analyze, and document business requirements
- Process flow diagrams, Use cases, Functional specifications
- Support IT development initiatives with clear, actionable requirements
- Process Improvement / Optimization
- Analyze current business processes
- Identify inefficiencies and improvement opportunities
- Develop solutions aligned to organizational goals and mission outcome
- Stakeholder Engagement & Facilitation
- Facilitate discussions/workshops across: USCIS offices and DHS and external agencies
- Drive cross-functional collaboration and consensus
- Data-Driven Decision Support
- Develop strategies to improve operational efficiency
- Support KPI tracking and reporting
- Provide analytical insights for decision-making
- Agile Support & Governance – Spring planning, Retrospectives, Backlog/process alignment
- Technology & System Support
- Conduct technology assessments
- Recommend system improvements and integrations
- Support system testing and deployment activities
- Program / Operational Support - Ensure policy and operational alignment
- Participate in coordination meetings and track action items
- Support execution of program initiatives across VER/FOD
- Requirements gathering & documentation
- Process mapping & workflow optimization
- Agile methodologies (strong emphasis)
- Testing and system deployment knowledge
- Ability to translate technical concepts into business solutions
- Stakeholder engagement and facilitation
- Knowledge of USCIS/DHS systems & immigration policy
- Experience with SAVE, E-Verify, or USCIS adjudication systems
- Familiarity with DHS information security policies and CUI handling requirements
- Certified Scrum Product Owner (CSPO) or SAFe Product Owner certification
- USCIS/DHS agency-specific experience strongly preferred
Required Certificates: CBAP (Certified Business Analysis Professional), or PMI-ACP (Agile Certified Practitioner), or equivalent.
- Minimum 8 years as a Business Analyst or SME
- At least 5 years supporting federal programs (specifically): with at least 5 years supporting federal programs in areas such as process optimization, requirements analysis, and system integration with a focus on immigration
- Experience in immigration domain / DHS ecosystem preferred
- Possesses excellent verbal, presentation, writing, and customer service skills
- Proficient with Microsoft Office software, SharePoint, and other communications-related software programs
