Position is part of the National Archives and Records Administration,Office of the Inspector General. Incumbent will exercise full law enforcement authority-including carrying firearms and marking arrests-while conducting advanced forensic analysis and interviewing subjects to preserve the integrity of NARA programs. Investigator provides essential technical leadership to lower-grade staff and serves as a primary liaison to U.S. Attorneys and other federal agencies during criminal prosecutions.

Qualifications:

Age Restriction: The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a law enforcement officer position. This requirement does not apply to a) Preference-eligible veterans; OR b) Individuals who are 37 years of age or older and have previously served in law enforcement officer positions that were covered by a special law enforcement retirement plan.

You must meet the following requirements within 30 days of the closing date of this announcement.

Medical Requirements: The selectee must pass a pre-appointment physical examination and meet the physical requirements for this position as required by this agency. The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

AND

Specialized experience for the GS-13 is one year of experience at the GS-12 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At this level, qualifying experience must include:

  • Leading complex criminal investigations into violations of Federal laws and regulations, including managing sensitive cases involving interrelated subjects or high-level organizational fraud. AND
  • Executing law enforcement operations such as conducting surveillance, executing search and seizure warrants, performing arrests, and maintaining proficiency in the use of firearms. AND
  • Directing advanced investigative techniques, specifically performing computer forensics, forensic accounting analysis, and conducting high-stakes interviews or interrogations to elicit critical evidence. AND
  • Managing legal and prosecutorial coordination by preparing technical reports for U.S. Attorneys and testifying before Grand Juries or in court proceedings to support criminal prosecutions.

In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F):

Time-in-Grade: For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Full Performance Level for this position is a GS-13

As a Criminal Investigator, you will:
  • Independently plan and personally conduct or lead investigations into violations of Federal laws and regulations, violations of NARA policies and directives, or other matters as assigned.
  • Carry a firearm, apprehend and arrest persons violating U.S. laws, and conduct searches and seizures by warrant and incident to arrest, when appropriate.
  • Present investigative results both orally and in writing to prosecutors and others for determinations of the merits of case prosecution or action.
  • Establish and maintain liaison with investigative and legal personnel in other Offices of Inspector General, U.S. Attorneys, and Federal, state, and local law enforcement agencies, for the purposes of obtaining and exchanging information relevant to investigations and investigative activities.
  • Direct work of other professional investigators and support staff, assign work, provide technical advice and assistance to lower grade investigators, review completed work, and may provide on-the-job training for lower grade investigators
