The Architect of the Capitol, Senate Office Buildings, Maintenance Branch is seeking an Insulator Pipe Coverer who serves as a journey-level Insulator responsible for the installation, demolition, maintenance and repair of insulating materials on piping, HVAC and equipment systems throughout the Architect of the Capitol campus.

You must meet all eligibility and qualification requirements by the closing date of the job announcement.

You must meet the following SCREEN-OUT(S) required for this position.

Must have Journey- level experience independently performing the following:

1.) Using methods to install and repair insulation and the components of insulation pipe covering systems.

2.) Containment barriers for hazardous materials removal involving asbestos.

Responsibilities:

Tour of duty for this position is: Monday – Friday 6:30 a.m. to 2:30 p.m. 

Work schedule may require some occasionally mandatory overtime on holidays AND weekends.

Duties:

Installs insulating materials on ducts, pumps, valves and boilers to limit heat transference, reduce condensation and limit sound.

Measures, cuts, mixes and shapes insulating materials for complex arcs and irregular shapes and installs protective, moisture-proof- containment barriers for hazardous materials removal involving lead paint, asbestos and abatement.

Complies with OSHA and EPA safety and reporting requirements as well as NIOSH, NESHAP, AHERA regulatory requirements. Performs duties that may involve handling and/or removal of friable and non-friable asbestos and lead-based and lead-containing paint (herein referred to as lead paint), as well as suspect polychlorinated biphenyls (PCBs) in building materials.

Plans and performs work involving the removal of lead paint following the lead exposure in construction, 29 CFR 1926.62. Work will require the ability to glove bag, build containments, and work with an Industrial Hygienist when needed. These requirements will apply to asbestos-containing materials as well.

Plans and performs work involving removal and installation of a variety of insulating materials on air ducts, heaters, generators, pumps, piping, evaporators, refrigeration units and boilers.

Removes, repairs, encloses and encapsulates asbestos-containing insulation and other asbestos-containing building products, including but not limited to surfacing materials, thermal systems insulation, friable miscellaneous materials, and non-friable suspected asbestos-containing building materials, as well as occasional suspect waste products.

Ensures that proper precautions are taken to reduce the possibility of releasing asbestos fibers or lead into the environment during repair, removal and encapsulation operations. Awareness of and abiding by silica in construction standard (29 CFR 1926.1153) for these projects as well.

Repairs damaged insulation and upgrades existing insulation for increased performance.

Measures, cuts, trims and fits insulating materials on regular shaped surfaces of pipes, tanks, boilers, ducts and other structures, which have irregular and straight runs or surfaces and curves.

Uses various types of insulating materials, such as cork, calcium silicate, magnesia, rock wool, glass wool and spun glass. Mixes loose materials into cement or plaster forms for trowel application.

Insulates surfaces of pipes, ducts, valves, fittings, flanges, boilers, tanks, evaporators, refrigerating units and similar structures.

Saws or shears sections of insulation to size and trims them to fit. Cuts out irregular shapes for valves, fittings, flanges and similar parts.

Secures insulation in place with wire, metal straps, special twine or cements insulation to surface where appropriate. Fills joints and cracks with appropriate insulating cement. Cuts and fits glass cloth, canvas cloth, aluminum, sheet metal or other fabrics to wrap or cover insulation.

Must complete training as prescribed by 29 Code of Federal Regulations (CFR)1910 within first six months after assigned to these duties and attend annual refresher courses.
