Summary of position:

The Prevailing Wage Compliance Manager provides independent oversight and audit of labor compliance across all projects, with a primary focus on prevailing wage requirements and certified payroll accuracy.

This role partners closely with Payroll, HR, Finance, and Operations to ensure certified payroll processes, subcontractor compliance, and wage determinations are executed accurately and consistently in accordance with applicable regulations, including the Davis-Bacon Act and related state mandates.

The position is responsible for establishing strong compliance controls, performing detailed weekly reviews, and ensuring the organization remains audit-ready as the business continues to scale.


Essential Duties and Responsibilities:


Certified Payroll Review & Audit

- Review and validate weekly certified payroll submissions for completeness, accuracy, and compliance

- Perform detailed audits of payroll data, classifications, fringe calculations, and supporting documentation

- Identify discrepancies and coordinate timely resolution with Payroll and HR

- Maintain a structured audit trail of reviews, findings, and corrective actions


Subcontractor Compliance Oversight

- Audit subcontractor certified payroll submissions against contractual and regulatory requirements

- Establish standardized compliance checklists and documentation requirements

- Monitor subcontractor adherence and flag non-compliance risks

- Partner with internal teams to ensure issues are resolved efficiently


Prevailing Wage & Regulatory Management

- Maintain and update prevailing wage determinations across jurisdictions and projects

- Ensure alignment between wage tables and payroll application

- Interpret regulatory requirements and provide guidance to internal stakeholders

- Monitor changes in federal, state, and local labor compliance requirements


Audit & External Interface

- Support external audits, agency reviews, and compliance inquiries

- Prepare and provide documentation, reconciliations, and analysis

- Ensure all payroll and compliance records are audit-ready


Risk Identification & Controls

- Identify systemic compliance risks and recurring issues

- Develop and implement internal controls and standardized review processes

- Track and report on compliance status, findings, and remediation efforts

- Escalate material risks with clear, actionable recommendations


Cross-Functional Partnership

- Collaborate with Payroll and HR to ensure consistent and accurate application of compliance requirements

- Partner with Finance to align compliance with cost tracking and reporting

- Support training and communication of compliance expectations across the organization


Knowledge and Skill Requirements 


Required

- 5–10 years of experience in labor compliance, certified payroll auditing, or related roles within construction, EPC, or infrastructure

- Strong working knowledge of prevailing wage regulations, including the Davis-Bacon Act

- Hands-on experience reviewing or auditing certified payroll

- Experience working with subcontractor-heavy project environments

- High attention to detail with the ability to analyze complex data sets and documentation

- Strong communication skills and ability to work cross-functionally


Preferred

- Experience in solar, renewable energy, or construction EPC environments

- Familiarity with IRA-related labor requirements

- Experience supporting audits or regulatory reviews

- Exposure to compliance or payroll systems (e.g., LCPtracker, eMars, or similar)
