Responsibilities
The sponsor requires a Systems Engineer, preferably with Intelligence Community experience, with the ability to apply industry best practices and IC standards for data tagging, management, cross-domain transfer, storage, and sharing. The Systems Engineer will support the customer, providing technical leadership, oversight, integration, and programmatic engineering for large IC-wide enterprise programs. Responsibilities include, but are not limited to the following:
- Informed development and delivery of data management and modeling solutions for cloud-based data mesh architecture on multiple classification fabrics.
- Oversee integration of end-to-end data management solutions such as automated tagging, ETL, storage, and cross-domain transfer within the context of Intelligence Community Services of Common Concern.
- Supporting tasks related to implementing solutions consistent with IC security controls, accreditation, and other data policies and constraints.
- Interfacing with external customers/stakeholders in gathering, analyzing, and composing technical requirements.
- Translating technical information into clear, readable documents and presentations to be used by technical and non-technical personnel.
- Ensuring the identification and decomposition of requirements are coordinated, documented, and negotiated between the external customer and internal customers, requirements engineers, and developers.
- Planning and coordinating activities with the business systems analysts.
- Working closely with the engineers, data managers, and other experts at multiple IC agencies to meet program objectives.
- Supporting tasks that require collecting, compiling, evaluating, and publishing of information and statistical data in documents, records, forms, reports, plans, policies, and regulations.
- Conducting research and ensuring the use of proper technical terminology.
- Supporting the development of all types of documents and reports by developing and updating graphics presentations to improve the quality and enhance the usability of these documents, as needed.
- Responsible for integrating the graphics and information generated from meetings and facilitation sessions, using automated tools and research methods into final deliverable documents, as needed.
- Assist the PMO in assessing, documenting, and tracking new program requirements and follow-on technical exchange meetings (TEMs).
- Assist in the preparation of management plans and reports.
Qualifications
- Must possess and be able to maintain a TS/SCI Clearance with polygraph
- Bachelor's degree (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline
- Minimum 15 years' experience
- Analytical and conceptual skills; ability to create original concepts/theories for various projects
- Technology Design - Adapting equipment and technology to serve user needs
- Ability to convert customer or product requirements logically and systematically into total systems solutions that acknowledge technical, schedule, and cost constraints
- Ability to analyze and study complex system requirements, for example:
- Perform functional analysis, timeline analysis, cost estimation, trade studies, requirements allocation, and interface definition studies to translate customer requirements into hardware and software specifications
- Apply the concept of operations set of disciplines for the planning, analysis, design, and construction of information systems across a major sector of the organization
- Knowledge of the practical application of engineering science and technology
- Experience with activity and data modeling, transaction flow analysis, internal control, risk analysis, modern business methods, and performance measurement techniques
Desired Qualifications
- Doctorate (or equivalent experience) in a field related to the position
- 20 years' experience
- 5 years' experience in the Intelligence Community
- Ability to convey technical information to non-technical individuals
- Ability to work in a dynamic and challenging environment
- Strong oral and written communications and interpersonal skills
- Complex Problem Solving - Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions
Equal Pay Act
This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
