Come join our team on a new contract supporting a joint customer Program Office responsible for acquiring the future GEOINT Ground Architecture that will provide the user community with capabilities in a modular, open architecture that provides global, persistent, real-time surveillance and activity-based intelligence information.

As a Acquisition and Contract Support Specialist (GEOINT Ground), you will be an integral member of our contractor team, and you will play a critical role in supporting acquisition, systems engineering and integration efforts within a dynamic and mission-driven Intelligence Community customer environment. This position involves collaborating with cross-functional technical teams to ensure system performance, adherence to requirements, and alignment with overarching program objectives. You will coordinate closely with program managers, systems engineering leads and thread architects, developers, and other stakeholders, throughout the systems engineering and acquisition lifecycles, to ensure successful delivery of technical capabilities that meet mission needs. This position is critical in supporting the overall mission objectives of the program and requires a strong leader with the ability to manage both strategically and tactically.

Strategic Planning And Stakeholder Engagement

The Acquisition and Contract Support Specialist (GEOINT Ground) will provide comprehensive acquisition and contracting expertise to support the program office in planning, coordinating, and executing acquisition strategies. This role is critical to ensuring that contracting activities comply with all legal and regulatory requirements while enabling the successful execution of mission objectives. The specialist will work closely with program managers, systems engineers, and other stakeholders to streamline acquisition processes and provide oversight for contract execution. Key responsibilities will include but are not limited to:

  • Collaborate with cross-functional teams, including program managers, engineers, and finance personnel, to align acquisition strategies with mission objectives.
  • Act as a liaison between government stakeholders and industry partners to clarify requirements and resolve acquisition-related issues. Coordinate with external organizations and vendors to ensure alignment with program objectives.
  • Participate in agile solution epic management activities and assist in defining work streams, priorities, and identifying assumptions and dependencies.
  • Engage with stakeholders to understand needs, incorporate feedback into systems engineering and acquisition processes, and ensure continuous process improvement.

Acquisition Planning and Strategy

  • Develop, review, and manage acquisition documents, including Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), and Requests for Proposals (RFPs).
  • Advise on acquisition strategies, including IDIQ, OTA, and other contract types as appropriate.
  • Ensure compliance with agency-specific acquisition policies and federal regulations, including the FAR and DFARS.

Contract Management and Support

  • Coordinate with government Contracting Officers to facilitate source selection processes, industry days, and contract award actions.
  • Provide technical and administrative support for acquisition activities, including reviewing and finalizing contract documents.
  • Track and monitor contract performance to ensure deliverables meet mission requirements.

Compliance and Documentation

  • Maintain detailed and accurate records of all acquisition activities to ensure audit readiness.
  • Ensure that all processes adhere to agency-specific acquisition guidelines, with a focus on National Reconnaissance Office (NRO) and National Geospatial-Intelligence Agency (NGA) policies.

Risk Management

  • Identify and mitigate potential acquisition risks, including organizational conflicts of interest (OCI).
  • Provide recommendations to address challenges that arise during the acquisition lifecycle.
  • Systems Engineering:
  • Participate in established SE processes, to include the review and analysis of engineering documentation as it relates to acquisitions, including requirements documents, risk management plans, schedules, and general system design artifacts.
  • Coordinate and integrate across systems engineering, acquisition, and agile activities across multiple threads and components to ensure end-to-end solutions meet mission objectives.

Qualifications

Required Skills

  • Must possess and be able to maintain a TS/SCI Clearance with Poly.
  • BS 12-15, MS 10-13, PhD 10
  • Familiarity with IC and/or DoD-specific acquisition policies and procedures, and proven experience working on IDIQ, OTA, and other complex contract structures.
  • Strong understanding of FAR, DFARS, and other relevant acquisition regulations.
  • Ability to align acquisition strategies with long-term program objectives.
  • Excellent written and verbal communication skills, with the ability to interact with senior government and industry personnel.
  • Ability to organize, prioritize, schedule, and accomplish a wide variety of tasks with exceptional attention to detail and organizational skills. Ability to navigate complex acquisition processes and ensure accuracy in contract documentation.
  • Comfortable operating in a fast-paced, evolving acquisition environment with shifting priorities.
  • Great customer teaming skills: ability to lead and collaborate in cross-functional teams.
  • Proficiency with Microsoft Office applications.

Desired Skills

  • Former Contracting Officer or similar role with hands-on experience managing government contracts.
  • Experience in Intelligence Community (IC) or Department of Defense (DoD) environments
  • Knowledge of NGA acquisition processes in addition to NRO-specific knowledge.
  • Experience with acquisition software tools and platforms.
  • Familiarity with GEOINT systems
  • Familiarity with ground systems
  • Demonstrated understanding of the end-to-end systems engineering and integration lifecycle and the processes, tools, and artifacts used in the development and management of complex systems.
  • Working knowledge of SAFe agile methodology, agile planning and management concepts, and Atlassian tools (Jira and Confluence)
