The Environmental, Health & Safety (EH&S) Specialist – Utility Vegetation Management (UVM) plays a critical role in advancing operational safety, workforce readiness, and regulatory compliance across ArborWorks’ field operations. This position combines safety leadership with utility-specific expertise to ensure employees are not only compliant with OSHA and ANSI standards, but also technically capable of safely performing work in proximity to energized electrical systems.

This role serves as a key partner to Operations and leadership by evaluating field performance, validating employee qualifications, and supporting workforce development across all crew classifications. Through hands-on field engagement, coaching, and standardized assessments, the EH&S Specialist strengthens safety culture, supports employee progression, and ensures consistent application of safe and efficient work practices in high-risk environments.

JOB RESPONSIBILITIES

Field Safety & Operational Oversight:

  • Conduct field-based safety observations and hazard assessments in utility vegetation management environments.
  • Identify and mitigate risks associated with energized electrical systems, including work around conductors, poles, and right-of-way conditions.
  • Participate in and lead tailboard/job briefings to reinforce safe work practices and hazard awareness.
  • Ensure compliance with OSHA, ANSI Z133, and client-specific safety standards during active operations.
  • Promote a proactive safety culture through visible field presence and engagement with crews.

Workforce Evaluation & Classification:

  • Assess and validate employee competencies across all job classifications, including General Foreperson, Foreperson, Trimmer/Climber, and Groundperson roles.
  • Determine employee readiness for assigned classifications through structured, field-based evaluations of skills, knowledge, and safe work execution.
  • Identify required competencies and performance expectations associated with each role and ensure consistent application across regions.
  • Provide objective recommendations regarding employee placement, progression, and promotion readiness.

Training & Field Coaching:

  • Deliver hands-on, field-based coaching focused on safe work practices, technical execution, and hazard recognition.
  • Evaluate employee performance in core UVM tasks such as chainsaw operation, job setup, and safe work positioning.
  • Reinforce standardized work methods and ensure understanding of company safety policies and procedures.
  • Support development and consistency of training practices aligned with operational needs.

Compliance & Incident Support:

  • Assist in incident investigations, including collecting field data, conducting interviews, and documenting findings.
  • Prepare accurate and timely reports in accordance with company and regulatory requirements.
  • Maintain current knowledge of OSHA regulations, ANSI standards, and client-specific expectations.
  • Utilize company systems and digital tools to document safety observations, assessments, and corrective actions.

Cross-Functional Support:

  • Provide field-based support to internal teams, including assisting with onboarding activities and workforce integration when needed.
  • Partner with Operations and other departments to ensure alignment between safety requirements, workforce capability, and operational demands.
  • Serve as a subject matter resource on utility vegetation management safety and employee readiness.

REQUIREMENTS & QUALIFICATIONS

Education:

  • High school diploma or equivalent required.
  • Associate’s degree or technical coursework in Arboriculture, Forestry, Occupational Safety, or related field preferred.

Experience:

  • Minimum of 5 years of utility vegetation management experience.
  • At least 1 year as a Qualified Line Clearance Tree Trimmer (QLCTT) or equivalent.
  • Demonstrated experience in crew leadership, field training, or employee evaluation.

Skills & Abilities:

  • Strong knowledge of utility vegetation management practices and hazards associated with electrical infrastructure.
  • Ability to evaluate employee performance and alignment to role-specific requirements and classifications.
  • Effective coaching and mentoring skills with the ability to influence safe behaviors and performance improvement.
  • Strong observational, analytical, and decision-making capabilities in dynamic field conditions.
  • Excellent communication skills with the ability to engage employees across all organizational levels.
  • Proficiency with mobile technology and digital reporting tools.
  • High degree of professionalism, consistency, and objectivity in evaluations and recommendations.

Licenses / Certifications:

  • Valid Driver’s License with ability to meet company driving requirements.
  • CPR/First Aid Certification (or ability to obtain within 90 days).
  • OSHA 10 or OSHA 30 Certification (or ability to obtain within 90 days).
  • CTSP (Certified Treecare Safety Professional) certification (or ability to obtain within 6 months).

Required Training:

  • Completion of ArborWorks Foreperson or equivalent competency assessment.
  • Utility-specific safety training related to electrical hazards and line clearance operations.
  • Internal training on standardized employee evaluation and classification processes.

PREFERRED QUALIFICATIONS

  • ISA Certified Arborist or related credential.
  • Bilingual (English/Spanish).
  • Commercial Driver’s License (CDL), Class A or B.
  • Experience supporting multi-state utility contracts or operations.
  • Background in structured training, workforce development, or skills assessment programs.

WORK ENVIRONMENT

  • Primarily field-based role with frequent outdoor work in varying weather and terrain conditions.
  • Extensive travel required across multiple states and service territories.
  • Regular exposure to active job sites involving energized electrical systems, heavy equipment, and vegetation management tools.
  • Physical demands include walking on uneven terrain, standing for extended periods, and lifting up to 50 lbs.
  • Fast-paced, high-accountability environment requiring adaptability and real-time decision-making.
  • Occasional administrative work to complete documentation, reporting, and coordination activities.
