The APWU Health Plan, a non-profit organization located in Elkridge, MD, is seeking an Program Manager, OPM Relations to join our Executive Division.

The Program Manager, OPM Relations serves as the primary program lead responsible for coordinating organizational initiatives, communications, reporting, and deliverables involving the U.S. Office of Personnel Management (OPM).

Primary Accountabilities:


Business & Data Analysis

Serves as the central point of coordination for OPM-related program activities, requests, meetings, data calls, and organizational responses.


Manages program timelines, deliverables, milestones, risks, and action items to ensure timely completion of OPM-related requirements.


Prepares written responses, executive summaries, presentations, and supporting documentation for OPM reviews, inquiries, audits, or meetings.


Analyses market trends and the resulting development or expansion of key products, programs, and services.


Monitors OPM guidance, requests, and priorities to assess operational impacts and recommend appropriate actions for leadership consideration.


Evaluates OPM regulatory communications, including Carrier Letters, technical guidance, and boilerplate or template updates, to identify portfolio opportunities, assess operational impacts, and recommend appropriate actions.


Assists overseeing and managing the annual OPM mandated benefits and rate proposal and submission process


Develops and maintain program plans, standard operating procedures, briefing materials, status updates, dashboards, and reports related to OPM engagement.


Performs other duties as assigned.


Qualifications:


Bachelor’s degree in public administration, business administration, project management, organizational management, communications, or a related field; equivalent experience may be considered.


Five to seven years’ experience in progressive experience in program management, operations, interagency coordination, compliance support, strategic initiatives, or administrative management.


Strong understanding of Health Insurance Operations.


Experience managing complex projects, tracking deliverables, preparing leadership briefings, and coordinating multiple stakeholders in a deadline-driven environment.


Ability to interpret guidance, requirements, requests, and operational priorities and translate them into actionable plans.


Strong written and verbal communication skills, including the ability to prepare clear executive-level summaries, reports, and presentations.


Ability to analyze data, program risks, operational impacts, and process gaps and provide practical recommendations.


Proficiency with Microsoft Office applications, project tracking tools, reporting systems, and related business platforms.
