Pay Range: $115,000 - $125,00/yr (based on qualifications and experience)

Project Details (Size, SOW, Site Background, etc.):

Provide Full-time, onsite Construction Management (CMa) services in support of the Huntington Federal Building Elevator Modernization Project at Huntington Federal Building, at the Sidney L. Christie Federal Building, Huntington, WV. The CMa Contractor shall provide Construction Management and professional inspection services to the U.S. General Services Administration (GSA) during the project construction phase. The CMa Contractor is responsible for monitoring work to verify strict adherence to the construction documents, overall project schedule, and all quality requirements, industry codes, and standards.


Daily Responsibilities: 

  • Conduct reviews of the phasing plan and the Contractor’s baseline CPM schedule 
  • Verify procurement and submittal schedules for long-lead elevator components 
  • Engage in the preconstruction conference proceedings 
  • Conduct a thorough review of the Quality Control Plan provided by the Contractor 
  • Ensure construction coordination with GSA, building management, and tenants to reduce operational interference 
  • CMa verify Submittals follow the Buy American Act. 
  • Ensuring that all equipment is non-proprietary
  • Execute frequent onsite inspections throughout active construction periods 
  • Monitor work progress and assess adherence to the authorized construction schedule 
  • Verify installation of elevator machinery, including controllers, machines, door operators, guide rails, cabs, fixtures, and related electrical systems 
  • Review of RFIs, proposed contract modifications, and REAs, following the latest code updates, providing technical guidance to the GSA Project Manager 
  • Evaluate payment applications and offer recommendations based on physically observed progress 
  • Attend and produce documentation for all progress meetings 
  • Maintain all project records within Kahua or other designated GSA management systems 
  • Observe contractor quality control activities and identify any deficiencies requiring remediation 
  • Coordinate with the A/E, Contractor, GSA Project Manager, and Contracting Officer during the construction phase
  • Monitor and coordinate: Inspections of equipment installation, Functional performance testing of elevator systems, ASME A17.1 acceptance testing protocols, Testing for Firefighters’ Emergency Operation, Emergency power operation tests, where applicable, independent elevator inspections as required by the AHJ, Verification that identified deficiencies are resolved prior to final acceptance.
  • Coordinate inspections for the punch list, Coordinate 3rd party elevator inspections, confirm completion of all corrective work items, Review O&M manuals for accuracy, verify delivery of warranties and maintenance records, Review record/as-built drawings for accuracy, Confirm execution of all required owner training, Support GSA with Final Acceptance and Substantial Completion. 
  • Provide Weekly reports on construction progress - ensuring all electronic testing equipment and deliverables are received, Monthly executive level summaries, Minutes for all project meetings, Evaluations of project schedules, Memoranda regarding payment recommendations, Reports detailing deficiencies and punch list items, A final project closeout report.
  • The contracted position will be required to work full-time (hours will vary) during business hours (6:00am - 6:00pm) onsite during all construction activities. The Contractor shall work 40 hours per week unless otherwise noted. The Contractor will be required to perform oversight and inspection services during the same working hours as the Construction Contractor.


Required Qualifications (Experience, Education, Certifications, Clearances, etc.): 

  • The Construction Manager must have a bachelor’s degree in Engineering, Construction Management, or a related technical field. Equivalent work experience or demonstrated knowledge may be accepted in lieu of a degree. At least five (5) years of construction experience may be substituted, subject to review and approval.
  • Demonstrate knowledge of the GSA PBS Core Building Standards Memorandum and Submittal Matrix; ASME A17.1/CSA B44, A17.2, and A17.3; the IBC and IEBC, including elevator provisions; NFPA 70, 72, and 101; ABA Accessibility Standards Sections 407 through 409; OSHA requirements; and all other codes and standards incorporated into the contract documents.
  • The CMa Contractor must hold and maintain a favorable background check for the duration of the project, and/or be able to pass and maintain the Government’s HSPD-12 requirements
  • Shall possess a working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including Quality Assurance, Safety, Time, Cost, Change and Information Management 
  • The CM shall be familiar with the site operations of a General Contractor (with subordinate sub-contractors) and the process of managing a building construction operation. 
  • The CM shall have experience in monitoring construction for Quality Assurance. The CM shall have experience in preparing, analyzing, and identifying incongruities and deficiencies in the Contractor’s work in relationship with the construction documents. In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place. 
  • Work experience on completed projects shall be identified in the credentials of the individual to show relevant competence. The CM shall present three projects of the scale and difficulty at which he/she held a similar position. 
  • The CM shall maintain daily progress reports and inspection reports and shall lead the inspection and quality assurance team assigned to projects to ensure timely and effective project oversight.
