An electric utility client is looking for a Relay Engineer who will gather and evaluate line data of transmission, sub-transmission, distribution systems, transformer test data, generator data, etc.

Location: Pomona, CA 91768 (remote)
Position: Relay Engineer
Pay Rate: $48.91/hr. on W2
Duration: 18 months or longer
Schedule: 1st shift, M-F, 8:00 AM to 5:00 PM, Hybrid in office Wed & Thurs

Remote option available for candidates with 5 years of relevant experience

RESPONSIBILITIES
  • Support capital program type projects as needed (DSP, TSP, SUB IR, DSERP, etc.)
  • Gather and evaluate line data of transmission, sub-transmission, distribution systems, transformer test data, generator data, etc. Model systems on appropriate software tool, such as CAPE, perform short circuit studies, and protection coordination studies necessary for completing relay settings, perform relay settings, prepare protection summary, coordinate relay settings with neighboring utilities, balancing authorities and perform other required assignments meeting WECC and NERC PRC compliance.
  • Issue Substation Relays and field Auto recloser settings (GE, SEL and Electromagnetic) via ASPEN relay database to the field, support Test technicians in-servicing or commissioning relay settings, review/approve returned as-left relay setting files, and communicate with Test technicians for making revisions/changes to relay settings as necessary.
  • Perform system studies, provide protection requirements for design
  • Provide support to the Test Technicians and Operators.
  • Travel to the field may be required from time to time per project job walk or testing needs.
Longer Term Expectations (in addition to the above)
  • QA Support in review of protection deliverables (settings, relay electronic files, calculations, logic, etc)
  • Design protective relaying systems to ensure the safety and reliability of the SCE grid by reviewing AC/DC/Logic drawings
  • Review and sign off one-line, elementary, logic diagrams and work with other discipline engineers - substation engineers, Distribution Field engineers, project engineers, apparatus engineers - to support sub transmission and distribution substation expansion, substation automation and infrastructure replacement projects.
QUALIFICATIONS:        
  • Experience with protection, substation and/or distribution engineering in the electric utility industry or equivalent
  • Bachelor’s degree in electrical engineering or related technical discipline.
  • 3–4 years of relevant engineering experience (more years of experience are welcome). Remote option available for candidates with 5 years of relevant experience
  • P.E. License: Not mandatory for the right candidate
  • Utilities industry experience is not required
  • Developed and peer-reviewed protective relay settings for systems ranging from 12kV to 765kV, demonstrating deep technical knowledge across a wide voltage spectrum.
  • Led and executed short circuit studies and designed step distance and pilot protection schemes for 44–100kV lines, ensuring system reliability and compliance with FAC-008/NERC/IEEE/IEC/ANSI standards.
  • GE, ABB & SEL Relays
  • Knowledge of transmission system operation (line-and-bus arrangements, reclosing practices, etc.)
  • Knowledge of System One-Line Diagram and relay AC and DC Schematics as well as AC and DC wiring standards
  • Knowledge of digital logic design principles (logic gates, latches, etc.) and experience in developing logic diagrams
  • Experience in developing relay settings and familiarity with relay setting software (GE EnerVista UR Setup, SEL AcSELerator)
  • Knowledge of NERC PRC Compliances (PRC 23, 27, 26)
  • Demonstrated experience with Computer Aided Protection Engineering Software (CAPE), CYME, ASPEN relay database or Blue Beam Software.
  • Ability to interpret/apply/design electrical one-line, elementary, protection logic diagrams.
  • Experience in performing system studies, symmetrical component analysis, fault calculation, and set Electromechanical Relays, SEL and GE microprocessor relays using Accelerator and URPC software
CORE TECHNICAL SKILLS (TOP 3 FOCUS AREAS)
Engineering Drawings & Schematics
  • Ability to read and interpret engineering drawings, including mean elementaries, DC/AC, and logic diagrams
System Evaluation
  • Ability to evaluate physical system characteristics to develop appropriate operational settings
Relay Programming
  • Ability to translate developed settings into electronic setting files for relay programming
  • Experience with Schweitzer and GE relays preferred
DESIRED QUALIFICATIONS
  • Demonstrated experience in developing logic diagrams, programming relay settings and preparing setting documents for Test technicians and support them for in-servicing relays for bulk-power (220/115 kV) transmission lines, bus, transformer banks, capacitor banks, reactor banks, etc.
  • Demonstrated experience with automation of sub-transmission substations, protective relay upgrades in transformer banks, transmission and distribution lines, and protective fuse and auto-recloser setting calculations in distribution lines.
  • Experience using application software such as Microsoft Word, Excel, PowerPoint, Access, Visio, and Project.
  • Must demonstrate effective resource and project planning, decision making, results delivery, and the ability to stay current with relevant technology and innovation.
  • Possesses good communication skills (oral and written) applied to customer focus in support of appropriate identification of, and response to, client business needs.
