DUTIES AND RESPONSIBILITIES

Supports the Range Operations Branch at Fort Rucker, AL. The UXO Technician III performs the following: reconnaissance and classification of UXO; identification of U.S. and foreign guided missiles, bombs and bomb fuses, projectiles and projectile fuses, grenades and grenade fuses, rockets and rocket fuses, land mines and associated components, pyrotechnic items, military explosives and demolition materials. Supervises the location of subsurface UXO using military and/or civilian magnetometers, the excavation and recovery of subsurface UXO, construction of UXO-related protective works and the location of surface UXO by visual means. Work involves transporting and storing UXO assuring compliance with Federal, state, and local laws; disposal of UXO by burning/detonation, preparation of an UXO disposal site, and preparation of an on-site safe holding area for UXO. Determines UXO-related storage compatibility, supervises donning and doffing of personal protective equipment; maintenance and operator checks on all team equipment, prepares UXO related administrative reports according to standard operating procedures, and conducts daily team safety briefing. Supervises the segregation of UXO-related scrap from non-UXO related scrap, safe handling procedures, performs risk hazard analyses, supervises field expedient identification procedures to ID explosive contaminated soil, and determines a magnetic azimuth / MGRS grid location using a compass and/or GPS. Supervise and perform the on-site demilitarization of MEC, and handling of demolition materials.

Prepare an explosives storage plan with all applicable guidance. Prepare required UXO munitions response actions and/or range maintenance administrative reports. Prepare standard operating procedures for on-site munitions responses and/or for range clearance activities. Assist in the preparation of risk and hazards analysis. Conduct daily site safety briefings.

Determine precise location in field environment using a variety of techniques such as use of global positioning equipment, or basic land navigation techniques using topographical maps and compass. Inspect MPPEH for the presence of explosives safety hazards. Prepare an on-site holding area to temporarily stow MEC that has an acceptable risk of movement. Operate modes of transportation for transporting UXO, for which the risk of movement has been determined acceptable, when appropriate. Perform limited technical supervision of UXOSP. Escort personnel who are not directly involved in UXO-related operations (e.g., personnel performing environmental monitoring) but have activities to perform within exclusion areas.

EXPERIENCE AND QUALIFICATIONS:

  • Minimum of high school diploma or equivalent.
  • Graduate from a qualified Explosive Ordnance Disposal (EOD) or UXO Training Course with a minimum of four (4) years military EOD and/or commercial UXO experience.
  • Demonstrates relevant experience in the above duties and responsibilities.
  • Supervise the conduct of all on-site UXO-related operations.
  • Inspect and certify and/or verify MPPEH as safe or as to the explosive hazard it may present for transfer within the Department of Defense or release from DoD control per current policies and standards.
  • Must be able to lift 50 lbs and wear appropriate personal protective equipment.
  • Capable of performing field work involving heavy lifting and climbing over rough terrain under various weather conditions.
  • Proof of US Citizenship required.

SPECIAL JOB REQUIREMENTS:

  • Ability to follow written and verbal instructions.
  • Must be able to effectively communicate with military organizations, military leaders and civilian leaders.
  • Must have current certification of the 40-Hour HAZWOPER course with applicable 8-hour refresher course.
  • Current First Aid/CPR Certification.
  • Must have a valid driver's license, maintain Installation driving privileges and complete a Defensive Driving Course.
  • Must be able to operate 4X4 vehicles safely on rough trails/roads/terrain.
  • Must be able to pass all security requirements IAW military installation Provost Marshall's Policy to gain access to the installation.

Working Environment:

The work environment consists of both office and field settings within the Fort Rucker Gunnery Range and Training Complex. The position may require frequent visits to range and maintenance sites, including exposure to noise, weather, and outdoor conditions typical of live-fire training environments. The Project Manager may be required to work extended hours, weekends, or holidays based on mission schedules and contract needs.
