The Appalachian Trail Conservancy’s mission is to protect, manage, and advocate for the Appalachian National Scenic Trail.

Position Summary

Project Compliance Coordinator will report to the Senior Natural Resourced and Land Stewardship Manager and is responsible for supporting Appalachian Trail projects funded by the National Park Service (NPS) or located on NPS land. This position will manage environmental compliance for projects from proposal through completion. Responsibilities include reviewing work plans, guiding volunteers, tracking compliance in the Planning, Environment, and Public Comment (PEPC) system, and ensuring adherence to environmental laws (e.g., National Environmental Policy Act [NEPA], National Historic Preservation Act [NHPA], Endangered Species Act [ESA]). Duties involve identifying impacts, recommending mitigation, coordinating surveys and permits, leading project discussions, and consulting with tribes and agencies. The role also requires site visits, preparing reports and documentation, and completing administrative tasks as assigned. The role is based in an office with about 25% travel and fieldwork along the Trail from Virginia to Maine.


Essential Duties and Responsibilities
  • Collaborate with ATC and NPS staff, and trail clubs from project proposal through completion.
  • Collect and maintain all required project documentation.
  • Review annual work plans in collaboration with NPS staff to screen for compliance needs.
  • Provide training and guidance to trail volunteers on environmental compliance procedures.
  • Track, document, and maintain records of compliance reviews in the NPS PEPC database.
  • Identify resource topics of concern, potential impacts, and mitigations.
  • Identify potential environmental impacts and recommend avoidance or mitigation measures.
  • Ensure project compliance with NEPA, NHPA, ESA, and related environmental laws.
  • Support consultation processes, including preparing letters, attending site visits, and meeting with federally recognized tribes.
  • Monitor mitigation measures and prepare final compliance reports.
  • Prepare and submit permit applications as needed.
  • Lead discussions with project teams on compliance considerations, impacts, and mitigation strategies.
  • Carry out other duties as assigned.


Qualifications
  • Bachelor’s degree (or equivalent work experience) in environmental science, natural resource management, recreation management, forestry, or a related field.
  • Eligible to pass federal security clearance and access federal government systems.
  • Knowledge of federal environmental laws, regulations, and policies, with strong familiarity with NEPA compliance processes.
  • Proficiency in using NPS databases (or ability to learn quickly).
  • Strong organizational and time-management skills with the ability to manage multiple priorities and relationships with minimal supervision.
  • Flexible and adaptable in managing a dynamic workload.
  • Demonstrated ability to work collaboratively with colleagues, volunteers, and state/federal agency partners.
  • Commitment to contributing to a dispersed but cohesive staff team.
  • Excellent analytical and critical evaluation skills.
  • Strong verbal and written communication skills.
  • Proficiency with Microsoft 365, GIS, and Google applications.
  • Familiarity with the Appalachian National Scenic Trail and the National Park Service preferred.
  • Knowledge of Appalachian Trail Conservancy’s cooperative management system preferred.


Physical Demands and Work Environment
  • Approximately 25% inter-state travel required, with occasional evening and weekend work.
  • Reliable personal vehicle required; mileage for work-related travel will be reimbursed.
  • Site visits may involve physically demanding outdoor work in variable terrain and weather conditions along the Appalachian Trail.
  • Must be able to communicate effectively by phone, email, video conference, and in person.
  • Majority of work is office-based, requiring extensive computer use.


Additional Details:
  • Term Length: 2-year term with possible extension.
  • Hourly Rate: $24.00 - $28.00 hourly.
  • Location: Preferred position location is in-person in Harpers Ferry, WV. Other remote locations will be considered and must be within two hours of the nearest Appalachian Trail access point and located within one of the following Appalachian Trail States: VA, WV, MD, PA, NJ, NY, CT, MA, VT, NH or ME. Travel to remote sites and offices will be required.
