Note:

This role ensures compliance with Section 5121 of the Consolidated Appropriations Act (CAA) of 2023 and aligns services with Indiana Medicaid's whole-person, community-based care goals.

Note:
- Position is on-site Monday thru Friday, working 7.5 hours per day.
- Position will require approx. 30% in-state travel to various agencies.
- Initial position is for a 1-year duration with high likelihood of extending for up to a total of 4 years.
- Candidate must currently be located in Indiana to be considered for this position.

Key Responsibilities:
Strategic Program Oversight
- Coordinate the development and implementation of statewide policy and operational models for EPSDT and TCM service delivery to juvenile justice-involved youth.
- Coordinate the internal collaborations for design and oversee a Medicaid delivery model that ensures care continuity 30 days before and after discharge from carceral settings.
- Ensure Collaboration with Indiana Department of Correction (IDOC), Department of Child Services (DCS), courts, providers, and Managed Care Entities (MCEs). Policy & Compliance
- Ensure Collaboration on Medicaid Policy for implementation of Section 5121 (CAA 2023).
- Assist state with the 1115 waiver preparation, or other CMS deliverables as needed.
- Ensure all activities comply with CMS EPSDT and TCM requirements and are audit-ready. Care Coordination & Systems Integration
- Develop workflows that connect juvenile facilities, managed care, behavioral health, and primary care services.
- Establish mechanisms for referral, enrollment, and follow-up during the preand post-release periods.
- Ensure implementation of trauma-informed, culturally competent care planning models. Data, Quality, & Evaluation
- Oversee development of key performance indicators (KPIs), dashboards, and evaluation strategies.
- Monitor metrics related to service access, care continuity, and health outcomes.
- Work within FSSA to ensure eligibility, claims, and transition data are integrated. Stakeholder Engagement & Technical Assistance
- Facilitate statewide stakeholder groups, task forces, and training for crosssector teams.
- Provide technical assistance to MCEs, juvenile justice staff, and local partners.
- Assist Government Affairs Director as needed with CMS discussions.
- Strong PM experience preferably with Medicaid, juvenile justice, behavioral health, or public systems reform projects
- Strong understanding of project management methodologies, tools, and best practices
- Bachelor's degree in social work, criminal justice, psychology or related field
- Experience developing and implementing policies and operational models
- Experience with KPIs, dashboards, and evaluation strategies
- Experience facilitating stakeholder groups, task forces, and training
- Exceptional communication skills (written and verbal) to effectively convey technical information to both technical and non-technical stakeholders
- Strong organizational and time management skills to handle multiple projects simultaneously and meet tight deadlines
- Knowledge of EPSDT, TCM, Medicaid managed care, or juvenile justice systems
- Project management certification or equivalent large-scale implementation experience
- Familiarity with Indiana's health care delivery system and Medicaid waiver/SPAs
- Experience implementing CMS policy changes or new Medicaid benefits
- Experience working with justice involved individuals.
- Experience working in a government or public-sector environment is advantageous, as it provides insight into the unique challenges and requirements.
