    Quality and Compliance Specialist Position Summary:

    The Quality & Compliance Specialist (QCS) is responsible for supporting the facility in maintaining compliance with licensing, contractual, and accreditation standards, including the Colorado Department of Human Services (CDHS), Joint Commission, Colorado Department of Human Services (CDHS), Behavioral Health Administration (BHA), Colorado Department of Public Health and Environment (CDPHE), and Disability Law Colorado (DLC), and the Prison Rape Elimination Act (PREA).

    This role performs routine audits, maintains the facility’s audit and inspection readiness at all times, analyzes compliance data, develops corrective action plans (CAP’s), and provides technical assistance to strengthen consistent, high-quality documentation and program operations.

    Essential Functions:

    Compliance Monitoring & Inspection Readiness

    • Assist in preparing for Colorado Department of Human Services (CDHS), Joint Commission, Colorado Department of Human Services (CDHS), Behavioral Health Administration (BHA), Colorado Department of Public Health and Environment (CDPHE), and Disability Law Colorado (DLC), and the Prison Rape Elimination Act (PREA)., licensing, inspections, contractual reviews, and accreditation surveys.
    • Facilitate internal and external audits and ensure timely submission of requested materials.
    • Track, analyze, and prepare reports for facility monitoring systems including the Daily Flash Report, Incident Review Board, and Monthly Safety Meeting.
    • Conduct routine environmental scans and documentation audits to ensure readiness for unannounced inspections.
    • Respond to insurance complaints and provide documentation support.


    Data Collection, Analysis & Reporting:

    • Collect, organize, and analyze compliance-related data; prepare reports, charts, and visual displays for leadership.
    • Complete the daily census to ensure accurate youth counts.
    • Maintain an audit trail of communication timelines and compliance activities


    Incident, Grievance & Documentation Review:

    • Report critical incidents to outside agencies and oversight bodies in accordance with regulations.
    • Review observation forms and incident reports to ensure accuracy, completion, and adherence to standards.
    • Manage grievance, request-to-talk, and medication request processes; ensure timely assignment, response, and follow-up.

    PREA Management:

    • · Serve as the facility’s PREA Manager: ensure ongoing implementation of PREA standards, maintains audit readiness, conducts compliance monitoring, provides staff training, and. ensures PREA reporting requirements are met.
    • Corrective Action Plans & Risk Mitigation
    • · Draft, track, and monitor corrective action plans resulting from audits, inspections, and internal reviews.
    • · Assist the Program ED in developing and monitoring corrective actions until closure.
    • · Immediately elevate concerns to the Executive Director of Compliance when issues pose imminent safety, licensing, or regulatory risk, or when program leadership is the subject of the concern.
    • Training, Technical Assistance & Capacity Building
    • · Provide training and technical assistance to staff on incident reporting, observation documentation, and compliance expectations.
    • · Coach program staff to improve documentation quality and regulatory understanding.
    • · Support skill development that strengthens program-level ownership of compliance.
    • · Other duties as assigned to support and strengthen SPRTC’s trauma-informed, healing-centered community.

    Dual-Reporting Responsibilities & Communication Protocols

    Primary Communication & Issue Escalation

    • · Notify the Program ED immediately of compliance concerns before elevating to the Compliance ED (unless the Program ED is the subject of the concern).
    • · Provide real-time updates on open issues, investigations, and corrective action plans.
    • Accountability to Program Operations
    • · Collaborate closely with Program ED and leadership to ensure issues are resolved at the lowest appropriate level.
    • · Reinforce that compliance ownership rests with program leadership; the QCS supports, verifies, and guides, but does not replace leadership.
    • Independence Under the Corporate Compliance Structure
    • · Submit required audits and reports directly to the Executive Director of Compliance.
    • · Maintain neutrality, fairness, and transparency in all compliance functions.

    Boundary Management

    • · Ensure compliance is not misused as a channel for operational complaints or personnel issues.
    • · Redirect staff to appropriate supervisory pathways when issues fall outside the compliance scope.

    Minimum Requirements:  

    · Associate’s degree or 60 credits in social sciences, healthcare, or related field and 3–  5 years of relevant experience; or

    · Bachelor’s degree and 2–3 years of relevant experience.

    · Equivalent experience in a 24/7 care facility serving youth or other high-needs or        special populations may be substituted for formal education, including experience       performing or supporting auditing, quality assurance, regulatory compliance,       licensing activities, or accreditation processes grounded in established standards and    best practices.

    · Knowledge of Colorado State licensing, contractual, and accreditation standards   (Joint Commission, CDHS, IDHS, PA DHS, etc.).

    · Strong analytical, written, and verbal communication skills.

    · Proficiency in Microsoft Office and related data systems.

     

    Other Hiring Requirements:

    · Ability to work independently, take initiative, and consistently meet deadlines.

    · Ability to maintain Safe Crisis Management (SCM) certification.

    · At least 21 years of age.

    · Have a Valid driver’s license.

    · Pass a Physical exam including TB and drug testing.

    · Criminal clearances are required through State Police, FBI, and Child Abuse checks.

    · Successful completion of all background and pre-employment checks.
