IT Business Analyst – Kentucky Transportation Cabinet (KYTC), Office of Information Technology (OIT)

Location: Frankfort, KY

We are seeking an exceptional IT Business Analyst to join our team. The ideal candidate will have strong communication, critical thinking, and leadership skills, and will be committed to delivering high-quality solutions that fully address business requirements.

Core Responsibilities

The IT Business Analyst will:

  • Collaborate with the Project Manager to manage project work and facilitate communication among business units, project teams, and stakeholders.
  • Elicit and document business requirements (features and user stories) and manage the product backlog.
  • Break down user stories into actionable tasks for developers and define acceptance criteria.
  • Act as a liaison between stakeholders and technical teams, ensuring clarity and alignment.
  • Analyze business processes and recommend improvements to enhance efficiency and value.
  • Support the project lifecycle by:
    • Driving adoption of BA processes
    • Identifying business needs and evaluating vendor solutions
    • Assisting with project documentation and user acceptance testing
    • Managing expectations for project completion
  • Create mock-ups, data models, and process documentation as needed.
  • Ensure iterative development practices are followed and maintain testing plans.
  • Provide ongoing support post-delivery to address issues and evolving business needs.

Minimum Requirements

  • Bachelor’s degree in IT or equivalent experience
  • 2–3 years of experience in business analysis and IT solution facilitation
  • Strong knowledge of requirements gathering and Agile methodologies
  • Excellent analytical, problem-solving, and design skills
  • Ability to work independently and manage multiple priorities
  • Strong communication skills, both written and verbal
  • Ability to build rapport with clients and work effectively under pressure
