This program is transforming how the federal government manages its spectrum systems portfolio, bringing in smarter technologies, better automation, and stronger interoperability across agencies. As the RTE/Scrum Master, you'll be at the center of that transformation — helping teams work better, move faster, and deliver real value.
What You'll Be Doing:
This role is equal parts strategic and hands-on. At the program level, you'll lead SAFe adoption, facilitate PI Planning, Scrum of Scrums, and Inspect & Adapt workshops, and develop roadmaps that keep everything aligned with task order requirements. You'll manage cross-team dependencies, oversee integration strategies, and make sure all the moving pieces come together into seamless, fully integrated solutions.
On the people side, you'll be a coach and mentor — building Agile maturity across teams, guiding other Scrum Masters, and fostering a culture of transparency, continuous learning, and high performance. You'll also champion DevOps practices and help teams embrace continuous delivery as a natural part of how they work.
When obstacles arise — and in complex programs, they always do — you'll be the one leading the charge to resolve them, whether that's facilitating Lean problem-solving workshops or working directly with senior leadership to clear the path forward.

This is a hybrid position based in Washington, DC. You'll be working across multiple teams and task orders, so strong relationship-building skills and the ability to influence without authority are just as important as your Agile credentials.
What We're Looking For:
We're looking for someone with at least 10 years of experience, including 5 years in roles like Scrum Master, RTE, or Agile Coach — with at least 4 of those years in complex, enterprise-level environments. You should have a proven track record leading SAFe transformations, implementing Lean Portfolio Management, and facilitating large-scale Agile ceremonies. Hands-on experience with tools like Jira, Confluence, GitLab, and ServiceNow is expected.
Education:
A Bachelor's degree in Computer Science, Business, or a related field is required. A Master's degree is preferred.
Certifications
SAFe Program Consultant (SPC) and Certified ScrumMaster (CSM) are preferred. Advanced certifications like SAFe Scrum Master (SSM), SAFe Agilist (SA), or Advanced Certified ScrumMaster (A-CSM) are a strong plus.
