- Support the management of the department’s day-to-day operations, including contracted vendors.
- Develop, update, and oversee district transportation safety policies, procedures, and manuals in accordance with state, federal, and district requirements.
- Support vendor performance related to contractual specifications and district expectations.
- Ensure compliance with all applicable transportation safety regulations, including licensing, driver qualifications, drug and alcohol testing, and vehicle maintenance standards.
- Maintain accurate safety, training, and compliance records; prepare documentation for audits and reports.
- Supervise procedures and data privacy for all school bus video requests and viewing.
- Stay informed on regulatory updates and adjust district safety practices accordingly.
- Partner with schools, parents, and drivers to address student conduct and safety concerns on buses and at bus stops.
- Oversee the district’s bus conduct and safety reporting systems.
- Coordinate student transportation safety initiatives, curriculum, poster contest, safety awareness campaigns, and educational programming.
- Coordinate and supervise bi-annual school bus evacuation drills.
- Supervise Bus Paraeducators, Crossing Guards, and Traffic Control staff; evaluate performance, oversee payroll, and support professional growth.
- Monitor attendance, scheduling, and time reporting to ensure workforce coverage and compliance.
- Foster a positive, safety-focused work environment that supports teamwork and accountability.
- Performs other tasks and assumes other responsibilities as the Director assigns.
- Lead investigations of accidents, incidents, and near-misses; determine root causes and recommend corrective actions.
- Prepare detailed investigation reports and communicate findings to district administration.
- Analyze safety trends and develop targeted interventions to prevent recurrence.
- Develop and implement emergency response procedures, including hazardous weather assessments and coordination of severe weather communications.
- Design and implement safety training for School Bus Drivers, Bus Paraeducators, Crossing Guards, Traffic Control staff, and Type III drivers.
- Conduct annual recertification programs and maintain driver qualification files and records.
- Provide and coordinate ongoing staff development on defensive driving, emergency procedures, special needs transportation, de-escalation, and first aid/CPR.
- Support recruitment, onboarding, and retention efforts for safety and transportation staff.
- Serve as the district’s primary point of contact for transportation-related inquiries and issues for both students and staff.
- Consult with district general counsel, law enforcement, emergency services, and local/state agencies on safety and compliance matters.
- Collaborate with internal departments including Student Services, Special Education, Labor Relations, Payroll, and Employee Services.
- Collaborate with fleet maintenance staff to ensure all vehicles and related equipment meet safety and inspection standards.
- Conduct regular safety audits of transportation yards, bus lots, and related facilities.
- Manage inventory and procurement of safety equipment, including safety seats, vests, and mounts.
- Represent the department as a member of the district’s crisis team.
Education & Experience
- Requires High School Diploma or equivalent.
- Advanced degree (Associate, bachelor’s, etc.) in a related field is preferred.
- Minimum of five years progressive experience in school transportation safety management or K-12 educational administration.
- Supervisory experience with large, diverse teams.
- Proven ability to conduct investigations and implement safety improvements.
- Professional, national, or state certifications related to Transportation Safety, Occupational Health & Safety, Emergency Management, and/or Pupil Transportation.
- Previous experience with pupil transportation safety management systems, routing software, and vehicle tracking/video surveillance.
- Understanding of Type III School Bus Driver certification programs.
- Active participation in professional organizations such as MAPT and NAPT.
- Familiarity with MN Safe Routes to School initiatives and programs.
- Strong leadership and communication skills with the ability to influence a safety-first culture.
- Comprehensive knowledge of pupil transportation safety standards and best practices.
- Knowledge of Minnesota state and federal student transportation regulations.
- Skilled in data analysis, report preparation, and trend identification for continuous improvement.
- Effective in conflict resolution, employee relations, and crisis management.
- Proficiency with Microsoft Office Suite, Google Workspace, and pupil transportation safety management software (i.e. vehicle cameras, vehicle location tracking, routing).
- Ability to manage multiple priorities and maintain composure in high-pressure situations.
- Skilled in student management best practices and de-escalation techniques.
- Commitment to a flexible, on-call schedule as required for safety, emergency, or weather-related events.
