Position Description

The Anoka County Human Resources Department provides a full spectrum of talent management services including but not limited to classification, compensation and benefits, recruitment and selection, employee relations, labor relations, performance management, and organizational development.


The Deputy Director, Human Resources guides and controls the departmental activities of Anoka County’s Human Resources department. This position collaborates and partners closely with the Chief Human Resources Officer to develop department strategic plans that align with county objectives and establishes departmental policies, practices, and procedures that have a significant impact on the county.


This position is subject to an employment agreement and is appointed by and serves at the will of the Anoka County Board of Commissioners.


This is a full-time, exempt, hybrid position. Interviews will take place the week of May 4th, 2026, for those selected to move forward in the hiring process.


Pay & Benefits

  • Salary: $155,792 to $190,860 ($74.90 to $91.76 per hour).
  • Anoka County Salary Schedule Grade 43: $155,792 to $225,908 ($74.90 to $108.61 per hour).

Work Location

  • This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
  • Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.


Job Duties and Responsibilities

These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Deputy Director, Human Resources.

  • Manage and provide leadership for all aspects of HR including employment, education/training, talent acquisition, development, compensation, benefits, and employee relations. Ensure the overall employee experience is executed accurately defined by internal and external policies.
  • Partner with managers to analyze and prioritize critical county challenges. Provide support, counsel and leadership on all complex people-related matters.
  • Direct budgetary management relative to workforce planning and Human Resources programs across Anoka County. Utilize metrics to support budget and resource allocation.
  • Oversee Compliance Programs, such as EEOC, EEO-4, Affirmative Action and Diversity initiatives as aligned with the direction of County Administration and the Board of Commissioners.
  • Oversee the development of and lead and communicate the implementation of new organizational processes, business processes, and legislation changes aligned with Human Resources department initiatives; contribute to project/department milestones/goals while adhering to approved budgets.
  • Identify key performance indicators for the county’s human resources and talent acquisition functions.
  • Guide and mentor direct reports and provide direction to Human Resources individual contributors through a team of managers.



Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Requires a bachelor’s degree and at least 8 years of job-related experience.
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.


Preferred Knowledge, Skills, and Abilities Needed

  • Bachelor’s or master's degree in Human Resources, Business Administration, or related field.
  • 5 years of full-time paid experience managing and mentoring staff members who are direct reports.
  • HR Professional certification such as SHRM-CP, SHRM-SCP, or equivalent.
  • Experience leading teams and creating positive and productive work environments.
  • Ability to implement and lead change initiatives across multiple business levels.
  • Ability to establish and maintain effective working relationships with internal and external stakeholders at all levels.
  • Strong problem solving and innovative skills.


Physical Demands and Work Conditions

  • Standard office environment.
  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.
  • Hearing abilities required for general and phone communication, signals, and machine sounds.
  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work.
  • Occasional lifting of 10-20 lbs.
  • Equipment used includes computers, phones, and standard office equipment.
  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
