Anne Arundel County Government is looking to fill a full-time permanent, safety-sensitive Watershed Protection and Restoration Senior Inspector position within the Department of Inspections and Permits.


This is skilled work in performing duties related to inspections, securing and maintaining compliance with grading, building, stormwater management, and infrastructure plans, public works agreements, building code enforcement, county, and State Codes and regulations. The position is responsible for providing efficient, timely, and realistic solutions to complex inspection issues relative to the area of assignment.


At the Senior Inspector level, the employee is expected to perform a variety of tasks independently and with minimal supervision.


NATURE AND VARIETY OF WORK

 Work involves the performance of increasingly more difficult tasks associated with inspection and management of day-to-day issues, tasks, work of subordinate inspectors, including but not limited to pre-construction meetings, plan review, reading, interpretation, troubleshooting, communication with engineers and contractors, revisions (office, field inspections) related to, stormwater, code compliance, corrective notices, mitigation, erosion sediment control inspections.


Work includes providing direction to less experienced inspectors and technical support staff. Work includes the ability to tactfully deal with people effectively and equitably.


Work includes the application of discretion and judgment in the interpretation of pertinent codes and regulations and in making inspections.


Work requires the application of thorough office and field knowledge for the inspection of sites, grading, stormwater management, and applications, code enforcement assigned tasks, and/or projects in accordance with Federal, State, and County regulations relative to the area of stormwater management and inspections. 
 
Work includes providing support and assistance to supervisors, inspectors, engineers, and site personnel with field and office work with various tasks associated with inspection, stormwater and storm drainage, code compliance, during and after construction, and customer service.


Work includes working with agencies as needed to have codes enforced and make recommendations regarding special projects.
Work is performed within established policies and professional standards and is reviewed through conferences and reports for adherence to schedules and standards applicable to the assignment by a higher-level supervisor, engineer, or management official.

  • Assist and work with the supervisor and provide direction to inspection staff to identify and provide solutions to on-site stormwater, storm drainage problems during and after construction.
  • Reads, interprets, reviews plans, and sketches for proposed construction, alteration, or repair; recommends changes and improvements.
  • Inspects stormwater management facilities during construction, after construction, and Triennial inspections in compliance with the code, approved plans.
  • Provide recommendations and follow-up communication between property owners and the public when complaints are received.
  • Performs inspections and undertakes investigations in response to alleged violations of the Anne Arundel County Code. Reviews and reports site conditions to determine if infractions of applicable codes exist. Works with the office of law and other agencies as appropriate for code enforcement. Appears in court and administrative hearings as required.
  • Responds to and investigates illicit complaints, review and drainage questions, concerns, and requests.
  • Provides field assistance and training for staff for onsite inspections and office work. 
  • Reviews and assists in the review of applications and issued permits; investigates possible or actual problems and complaints; and initiates corrective actions.
  • Coordinate meetings with outside entities to ensure effective and efficient communication of applicable warranty and maintenance is adhered to.
  • Assist the supervisor and coordinate with inspectors and the stormwater maintenance inspections group to create a smooth transition of permits from construction to warranty to maintenance stages.
  • Review as-built packages for completeness and accuracy. Facilitate stormwater Hand-off meeting, warranty transition, and inspections.
  • Assist the supervisor and work with other agencies as needed to have codes enforced and make recommendations regarding special projects.
  • Completes daily worksheets, inspection reports, complaint forms, issue notices of field correction, notices of violation, and stop work orders.
  • Conduct site visits as required during the development, design, and construction phases of a project.

KNOWLEDGE, SKILLS, AND ABILITIES 

  • Considerable knowledge of the materials, methods, and practices used in various types of construction and of the stages in construction, when possible, defects and violations may be most easily observed and corrected.

  • Ability to establish and maintain effective working relationships with inspection staff, County officials, contractors, architects, property owners, and the public.

  • Considerable knowledge to provide field assistance and training for staff for onsite inspections and office work.

  • Considerable knowledge of possible defects and flaws in the construction, installation, and maintenance of stormwater facilities, and offer effective corrective measures.

  • Considerable knowledge of existing codes, ordinances, and regulations, and the ability to investigate and recommend corrective actions

  • Considerable knowledge of grading, stormwater, soil erosion, and sedimentation control methods and techniques.

  • Ability to plan and conduct engineering research, field studies, plan evaluations, and laboratory appraisals.

  • Ability to establish and maintain effective work relations with colleagues, developers, engineers, architects, contractors, inspectors, and the public.

  • Ability to communicate effectively, orally and in writing.

  • Ability to manage time effectively, balancing multiple projects and tasks at once while maintaining communication between inspection staff and supervisors.

  • Ability to coordinate with internal and external stakeholders, including regulatory agencies and the public, and attend meetings, to provide senior-level technical expertise.

  • Ability to read and interpret highly complex construction plans, specifications, and to recognize deviations from such plans during the inspection process.

Education: Graduation from high school or vocational school.

Experience: Two (2) or more years of technical and trades experience in a variety of site and building inspection, land development, and construction work, to include inspections and enforcement; and a valid non-commercial Class C motor vehicle operator's license. 


NOTE: This is a Safety Sensitive position and employees in this position are subject to Controlled Dangerous Substance (CDS) and Alcohol testing.Preference will be given to candidates with the following:
  1. Experience working in stormwater management facilities, including conducting stormwater management construction inspections and stormwater management maintenance inspections.
  2.  Inspection experience in enforcing compliance with legally established codes and regulations for stormwater management, and erosion and sediment control programs.
  3. Knowledge and experience with stormwater runoff and stormwater management techniques.
  4. Stormwater BMPs Inspection and Maintenance certification/training.
  5. Knowledge and experience investigating potential illicit discharges to ensure compliance with MS4, NPDES, and/or other legally established codes and regulations.
  6. Experience reading and interpreting grading and stormwater management plans.
  7. Experience working with site contractors and engineers to review and propose alternatives, including workable and practical solutions to stormwater management, drainage, and runoff issues.
  8. Experience with computer programs, specifically Excel, Word, PowerPoint, Google Workspace, GIS, and databases

Salary : $64,191 - $124,694
